Job Title: System Engineer IV

Required Certification(s): 
·       Related certifications in the area of specialization may be substituted for 1 year of experience.  Examples of relevant Government or industry training include, but are not limited to, DAWIA Test and Evaluation Level 1/2/3 certification, ENG Level 1/2/3 certifications, CTEP certification, and applicable United States Federal or DoD school training and certification on a specific system, network, or technology.

SUMMARY
The Department of Defense (DoD) has deployed PKI to enable information security services at multiple levels of assurance.  Joint Interoperability Test Command (JITC) provides Defense Information Systems Agency (DISA) technical services to perform testing of the certificate issuance process as it relates to each system involved in PKI to ensure integrity and security of enterprise level credential services provided by DoD PKI.    PKI Program Management Office (PMO), headed by DISA, established the PKI Lab at JITC as the official independent verification and validation (IV&V) test facility for issuance of, and support for DoD PKI test certificates as well as PMO directed tasks associated with credential management.
Performs professional engineering assignments in support of T&E of C5ISR, AIS, and IT/NSS efforts in one or more of the following disciplines: communications, electronics, communications security, network analysis, electromagnetic capability, ECM/ECCM, C2 mission analysis, IOP analysis, system standards, military operations (ground, sea and air), program analysis, or program planning.  Has thorough knowledge of infrastructure, application programming, and web and software applications.  Work requires thorough knowledge of concepts and recent developments in the specialty area.  Provides expert consultation in one or more areas for the design, development, and implementation of technical services, products, and systems.  Recognized as a technical leader and resource and typically reports to senior management.  Recommends system and application architecture and provides vision, problem anticipation, and problem-solving abilities.  Provides expert support for the planning and engineering of an organization's systems infrastructure, including the implementation and design of hardware and software.  Recommends process and infrastructure enhancements to improve the quality of services, products, and/or procedures.  Develops test strategies for complex systems and systems of systems and recommends test support devices, automation, and instrumentation.  Oversees the identification of functional problems and leads the analysis and interpretation of test results.  Oversees the documentation, definition, and maintenance of internal quality control standards and reliability programs.  Plans and directs specialized engineers working on technical projects.

Education, Background, and Years of Experience
·       Requires a Doctorate or a Master’s degree and at least 4 years of experience; or a Bachelor’s degree and at least 6 years of experience.  The degree must be in a relevant technical curriculum and experience must be related to the job duties.

WORKING CONDITIONS

Environmental Conditions
·       Contractor site with 0%-20% travel possible. Possible off-hours work to support testing and training. General
·       office environment with frequent field duty. Work may require standing and walking for up to 50% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are frequently hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed
·       within an office environment, with standard office equipment available, or in a tactical field environment.

Strength Demands
·       Light – 20 lbs. Maximum lifting with frequent lift/carry up to 10 lbs.  A job is light if less lifting is involved but significant walking/standing is done or if done mostly sitting but requires push/pull on arm or leg controls.
