SUMMARY
The agency is known to protect the retirement income of more than 33 million American workers in private sector defined benefit pension plans. A defined benefit plan provides a specified monthly benefit at retirement, often based on a combination of salary and years of service. This contract is for the delivery of IT infrastructure services and support needed for the agency's mission. This contract will serve as a strategic tool to navigate the dynamic and ever-evolving landscape of IT requirements at the agency. 

Serve as the Government’s primary point of contact and to provide overall leadership and guidance for all contractor personnel assigned to the Task Order (TO). The PM is ultimately responsible for the quality and efficiency of the TO, to include both technical issues and business processes. The PM shall have organizational authority to execute the requirements of the TO. The PM shall assign tasks to contractor personnel, supervise on-going technical efforts, and manage overall TO performance. This individual shall have the ultimate authority to commit the contractor’s organization and make decisions for the contractor’s organization in response to Government issues, concerns, or problems. This person shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues. 

JOB DUTIES AND RESPONSIBILITIES 
Furthermore, this role will perform the following tasks: 
· (1) Perform management, manpower utilization, and supervision of employees of various labor categories and skills. 
· (2) Manage a quality assurance environment that includes customer satisfaction tracking, user complaint and monitoring programs, and quality control (QC) programs. 
· (3) Perform management of a complex cybersecurity environment / DevSecOps environment; and 
· (4) Perform oral presentations and communicate with the highest levels of management with technical details. 

SUPERVISORY DUTIES 
· Will be direct manager for other key personnel on the contract. 

QUALIFICATIONS
Required Certifications 
- ITIL 4 Foundation OR Practitioner 
- DevSecOps Foundation 
- PMP 
- MS Azure Fundamentals 
- Certified Information Systems Auditor (CISA) OR Certified Information Security Manager (CISM) OR Certified Information Systems Security Professional (CISSP) 

Education, Background, and Years of Experience 
STRONGLY Preferred
- 15-20 years management IT Infrastructure 
- Bachelors in IT disciplines 
- Masters in IT disciplines 

ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills 
- Manage Man point utilization and supervision including subcontractors in similar size / scope 
- Experience in Quality Assurance (Customer Satisfaction, User Compliant, QC Programs) 
- Management of either Cybersecurity OR DevSecOps environments in similar size / scope 

Preferred Skills 
- Relevant Network Operations and Development experience 
- Knowledge of Agile Project Management methodology including experience as a Scrum Master 
- Strong Ability to create, implement and manage large complex Government IT projects 
- Strong understanding of Risk Management 
- Strong understanding of data analysis, metrics and reporting 
- Excellent Communications skills 
- Excellent Customer Focus/Satisfaction skills 
- Strong team/personnel leadership skills

WORKING CONDITIONS
Environmental Conditions 
· Contractor site with possible off-hours work to support releases and/or VIP troubleshooting issues. Work requires standing and walking up to 25% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available. Travel may be required to assist team with fielding operations at remote site locations. 

Strength Demands 
· Light – 20 lbs. Maximum lifting with frequent lift/carry up to 10 lbs. A job is light if less lifting is involved but significant walking/standing is done or if done mostly sitting but requires push/pull on arm or leg controls
