SUMMARY
The U.S. Army Global Cyber Center operates under the United States Army Network Enterprise Technology Command where it plans and conducts continuous operations and defense of networks. This program consolidates the existing RCC-CONUS Defensive Cyber Operations and Global Enterprise Fabric (GEF) Network Operations and Maintenance (O&M) requirements for the 2nd Regional Cyber Center located at Fort Huachuca. It provides all necessary personnel, management, and related services to support NETCOM and NETCOM-supported organizations. The scope of work includes sustaining and securing Department of Defense Information Network (DoDIN) hardware, software, data, applications, tools, and systems operating on Army NIPRNet and SIPRNet networks.
Agile Defense is seeking a highly skilled and proactive Program Manager to manager the work that we perform under the Prime Contractor, to partner with the Prime Contractor, supervise a dedicated team, and ensure that are team is meeting all contractual requirements and providing exceptional support.
JOB DUTIES AND RESPONSIBILITIES
· Leadership and Management: Lead a team of technical specialists through all phases of the program, ensuring successful integration and execution of all program segments and services.
· Stakeholder Engagement: Serve as the primary liaison with the Prime Contractor and our team, ensuring clear communication and alignment with program objectives.
· Strategic Planning: Develop and implement strategic plans to achieve program goals, create and maintain relationships within the stakeholders in the region, and support local growth strategies and goals.
· Performance Monitoring: Establish policies and procedures for achieving the standards required for contract performance, and monitor progress to ensure conformity to prescribed standards.
· Resource Management: Support the prime contractor where necessary with assigning, scheduling, directing, and controlling work efforts of technical and functional specialists, ensuring efficient use of resources and adherence to budget constraints.
· Risk Management: Identify and mitigate risks to program success, including technical, financial, and operational risks.
· Quality Assurance: Ensure the quality and accuracy of all deliverables, including technical documentation, reports, and correspondence.
· Continuous Improvement: Identify opportunities for program growth and improvement, and implement changes to enhance program performance and customer satisfaction.
· Compliance: Ensure compliance with all contractual, regulatory, and security requirements, including cybersecurity standards and policies.
· Financial Management: Develop, manage, and track budgets for the program and its various projects, ensuring financial objectives are achieved.
SUPERVISORY DUTIES
· Leadership and Management: Lead a team of technical specialists through all phases of the program, ensuring successful integration and execution of all program segments and services. Lead and mentor project staff and team members, ensuring they have the necessary support to achieve program goals and personal growth goals.
QUALIFICATIONS
Required Certifications
· Project Management Institute (PMI) Project Management Professional, or Program Management Professional (PgMP) certification
Education, Background, and Years of Experience
· 5+ years of program leadership (may be concurrent with General Experience).
· Possess and maintain Secret security clearance

· Working knowledge of IT technology, vendors, and products
· Ability to interface with all levels of management.
· Proven experience in a program management role, with demonstrated success in managing multiple projects and initiatives.
· Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), data analysis tools, and project management software.
· Experience with federal contracting, the Federal Acquisition Regulations (FAR), and familiarity with agencies like the Small Business Administration (SBA) (preferred)
· Excellent verbal and written communication skills, with the ability to present information clearly to diverse audiences.
· Strong problem-solving and analytical skills to evaluate processes, identify trends, and implement improvements.
WORKING CONDITIONS
Environmental Conditions
· Primarily remote work with local presence, with frequent site visits.
· General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time.
· The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc.
· Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
· Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
