Overview:
Akicita Federal is seeking a detail-oriented and experienced Housing Program Analyst to support the Division of Facilities Management and Construction (DFMC) under the Bureau of Indian Affairs (BIA). This position plays a critical role in reconciling housing asset data, analyzing rental rates, and supporting housing policy development and training across the Indian Affairs (IA) enterprise. The analyst will evaluate housing units, conduct site visits, and help enhance the management and transparency of housing-related information for BIA, BIE, and OJS entities.
Key Responsibilities:
Phase 1 – Data Reconciliation and Verification:
-Review and reconcile data from Maximo, Facility Condition Assessment (FCA) reports, and the Internet Quarters Management Information System (iQMIS)
-Identify discrepancies among the three systems across approximately 183 FCA reports
-Categorize and report discrepancies by asset ownership: BIA, BIE, OJS, Tribal, Central Office, and Other
-Conduct up to 12 regional site visits to verify housing unit existence and accuracy
Phase 2 – Housing Rental Rate Analysis:
-Assess rental rates across ~2,315 IA-owned housing units
-Classify each unit’s rate as too high, appropriate, or too low
-Provide rate adjustment recommendations for units not priced appropriately, with justification
Phase 3 – Training and Capacity Building:
-Collaborate with BIA Regions and BIE to develop a comprehensive Housing Management Training and Capacity Building Plan
-Identify and share best practices for regional and agency housing managers
-Deliver the final plan to the government for implementation
Required Qualifications:
-U.S. Citizenship
-Bachelor's degree in Public Administration, Real Estate, Data Analytics, Urban Planning, or a related field
-Minimum of 3 years of experience in housing program analysis, real estate data, or asset management
-Proficiency in Microsoft Excel, SharePoint, and housing or asset tracking systems (Maximo, iQMIS preferred)
-Strong analytical and data reconciliation skills
-Ability to travel for site assessments as needed
-Excellent written and verbal communication skills
Preferred Qualifications:
-Prior experience working with Native American housing or tribal government programs
-Familiarity with federal housing programs or government property standards
-Experience developing training curricula or instructional materials
Work Schedule and Benefits:
-Work hours: Monday to Friday, 8 hours/day within 7:00 AM to 6:00 PM MT (excluding federal holidays)
-Remote work authorized, with periodic travel to field sites
