Position Summary
The HR Generalist will play a key role in supporting the day-to-day operations of the Human Resources department. This position is responsible for executing HR functions across recruitment, onboarding, employee relations, compliance, benefits administration, and HRIS management, with a focus on supporting federal contract personnel. The HR Generalist ensures all HR activities adhere to federal, state, and contractual regulations including FAR, DFAR, SCA, and EEO requirements.
Key Responsibilities
Recruitment and Onboarding
-Support full-cycle recruitment for federal and healthcare positions, including job postings, screening, interviews, and candidate selection.
-Coordinate pre-employment activities such as credentialing, background checks, drug testing, and clearance processing.
-Manage onboarding and offboarding processes ensuring compliance with contract and agency requirements.
-Collaborate with recruiters and hiring managers to forecast workforce needs and maintain a pipeline of qualified candidates.
Employee Relations and Compliance
-Serve as a point of contact for employee inquiries regarding HR policies, benefits, and workplace matters.
-Maintain compliance with labor laws (FLSA, FMLA, SCA, EEO, ADA) and contract-specific obligations.
-Assist with investigations, disciplinary actions, and documentation of employee issues as needed.
-Support EEO, diversity, and inclusion initiatives.
Benefits and Payroll Support
-Coordinate benefits enrollment and manage employee changes in health, dental, vision, and retirement plans.
-Liaise with payroll and accounting to ensure accurate employee records, pay adjustments, and leave balances.
-Educate employees on available benefits and resolve benefit-related issues in collaboration with providers.
HR Administration
-Maintain HR files and HRIS data integrity, ensuring accuracy and confidentiality.
-Assist in the preparation of HR reports, contract audits, and compliance documentation.
-Support the development and implementation of HR policies and procedures.
-Ensure timely updates to personnel files for audits and contract renewals.
Training and Development
-Coordinate employee training sessions for compliance, safety, and professional development.
-Track and maintain required certifications and licensure for contract personnel.
-Support management in identifying workforce training needs.
Qualifications
Required:
-Bachelor’s degree in Human Resources, Business Administration, or a related field.
-3–5 years of HR experience (preferably in federal contracting, government services, or healthcare staffing).
-Strong understanding of employment laws, SCA compliance, and federal HR practices.
-Experience with HRIS systems (e.g., ADP, Paylocity, Deltek, or similar).
-Excellent written and verbal communication skills.
-Strong organizational skills with attention to detail and confidentiality.
Preferred:
-PHR or SHRM-CP certification.
-Experience supporting remote or multi-state workforce.
-Familiarity with FAR/DFAR compliance, Service Contract Act (SCA) wage determinations, and federal onboarding requirements (PIV, e-QIP, etc.).
