Summary:

The Lead Responsible Associate Engineer (LRE) develops studies, plans, criteria, specifications, calculations, evaluations, design documents, performance assessments, integrated systems analysis, cost estimates, budgets, associated with the planning, design, licensing, construction, operation, and maintenance of substation facilities/systems. Provides consultation and recommendations to the Company within and to other business units and/or customers as a result of studying company or customer-owned systems, processes, equipment, vehicles, or facilities. Reviews financial data from budget and actual costs of projects. Operates independently and seeks guidance when appropriate.

Position may be required to work extended hours.

Primary Responsibilities:

    • Leads regional electric substation construction projects and programs from conceptual design through detailed design phase through construction and commissioning.
    • Performs Lead Responsible Engineer (LRE) duties on large electric substation projects.
    • Provide knowledge and experience to develop, manage and implement electrical engineering analysis and activities.
    • Leads and performs assignments in specialized areas requiring extensive engineering expertise.
    • Leads and performs engineering tasks associated with a critical or analytical engineering project or a small number of complex projects that require specialized knowledge in many areas.
    • Evaluates, develops, implements, and leads projects that have significant financial and operational impact.
    • Performs assignments while acting independently and may lead multi-discipline teams.
    • Provides recommendations and implements action plans to improve performance and cost effectiveness.
    • Provides training and/or guidance to others.
    • Applies technical knowledge to help promote a safe work environment and to enhance customer satisfaction.
    • Provide complete task management of electrical engineering issues.
    • Participate in scheduled reviews for all engineering deliverables, and control distribution of electrical design drawing transmittal.
    • Generate Material Requests to order material as required.
    • Work as the “Owner Advocate” for PECO of the engineering scope of work and be the “Engineering Authority” on project.
    • Ensure that the functional design package, including Single Line Diagrams, Relay Protection Diagram, AC/DC schematics, and Physical drawings, address project scope.
    • Responsible for coordination of the scope definition, preliminary and detail design, engineering deliverables, constructability walk downs (as required) 
    • Ensure the functional engineering design meets the requirements of the project scope.
    • Be the primary point of contact for all technical issues and the primary contact interface between the Consulting engineering company and PECO internal engineering.
    • Develop technical descriptions detailing physical substation design project scope of work for project execution plans.
    • Identify, specify and procure all required substation materials required per project scope .
    • Provide quality reviews of construction packages prior to issuance to construction.
    • Provide technical assistance during the construction of projects.
    • Perform and direct others in the detailed design of medium to extra high voltage utility substations (15 KV through 500 KV)
    • Lead the development One-line diagrams, elementary and wiring diagrams, SCADA, communications, conduit and cable sizing/routing, substation physical layouts, selection of substation equipment, construction cost estimate, and project scheduling.
    • Review and approval of detail designs, drawings and procedures related to all substation components such as Circuit breakers, transformers, CCVTs, disconnect switches, etc.
    • Providing technical support to construction and commissioning teams.
    • Coordinating with internal and external stakeholders such as project managers, contractors, and clients. 
    • Conducting site visits as needed.
    • Work with Consulting Engineers (EOC) and subcontractors (COC) to ensure designs are safe and adhere to PECO expectations and deliverables.

Education:

    • Minimum: Bachelor’s degree in electrical engineering from an accredited college
    • Preferred: Licensed Professional Engineer or Certification of Engineer in Training or Graduate Degree or Graduate level work in Engineering, Business Administration, or Project Management

Qualifications:

    • Ability to analyze and interpret complex electrical and mechanical systems.
    • Knowledge and ability to apply problem solving approaches and engineering theory
    • Knowledge of engineering designs, principles, and practices
    • Working knowledge of project activity progress data and reporting with project management understanding or experience.
    • Proficient in obtaining, organizing, and reporting project progress input from stakeholders.
    • Proficient in MS-Excel, MS-Word, MS-PowerPoint, and MS-SharePoint
    • Able to read, understand and obtain information from electrical design and construction documents.
    • Able to evaluate project planned, actual, accrued and forecasted data for project progress reporting.
    • Able to plan, organize, and time manage work assignments to meet required objectives.
    • Ability to analyze and interpret complex electrical and mechanical systems.
    • Detailed knowledge of applicable standards, codes methods, and practices unique to areas of expertise
    • Ability to apply advanced engineering principles to identify and resolve complex issues.
    • Influences project decisions having a significant impact on the company.

Preferred Experience:

    • Five (5) or more years in utility substation design, preferably 15kv through 500kv, and IEEE/ANSI standards.
    • Strong teamwork, interpersonal skills, and the ability to communicate with all management levels.
    • Strong written and oral communication skills
    • Experience in HV Transmission Substation
    • Good interpersonal and communication skills to work effectively within a culturally diverse and multi-disciplinary environment.
    • Professional delivery and appearance to ensure Anser image is maintained.
    • Courteous and business orientated manners when communicating with stakeholders to foster and promote good working relations.

Physical Skils:

    • Must have a valid driver’s license and a driving record that meets Anser Advisory Requirements
    • Employees must complete a background investigation and successfully complete drug screenings.
    • Must be able to travel to sites as needed in the PECO service territory.

    • Full-time position based in: 
      •Anser office King of Prussia PA or Berwyn PA with Hybrid remote flexibility.
      •Required onsite at client office 3 days per week.
