Anser Advisory is looking for a Strategy, Regulatory and Compliance Analyst to join their team. This position will provide analytical support in the preparation and monitoring of regulatory filings and proceedings which drives CRE spending for department operation, facility maintenance large and small capital projects. 

Job Duties

    •  The successful candidate will participate in the development and writing of testimony for the GRC. Assist in monitoring the execution of the approved GRC operating plans and variances in preparation for data requests and next cycle filings.  Other strategy, regulatory and compliance duties include the development/writing of CRE's Long Range Portfolio Plan, TMCR testimony, CRE Sustainability Report, executive presentations, Project Initiation Documents, and other documents which include gathering business case justification, confirming operating and project cost data and record management. 
    • Support the development, monitoring, and reporting of the following regulatory and compliance filings:  
    • Production of the federal, state and local compliance filings (e.g., GRC, CAVA, RAMP, TMCR) including related supporting documents, abstract and business case writing, testimony writing and consultation with other OU Teams; production of data responses, rebuttal and errata filings, witness binders; benchmarking research.     
    • Responsible for requirement capturing, tracking, and reporting for CRE Sustainability program including energy and water efficient, waste management, recycling, electrification and other workstreams as required by various internal and external organizations. Supports the production of the corporate sustainability report including gathering all related supporting documentation, analysis, and calculations for potential audits. 
    • Support the CRE Long Range Portfolio Plan collaborating with teammates from CRE and contacts across all OUs; gathers and evaluates factual data for facilities planning requirements and space demands, prepares facilities projections and establishes eligibility for specific construction and renovations projects.
    • Supports the annual filing of the Building Energy Benchmarking Program (Assembly Bill 802) with the California Energy Commission via Energy Star Portfolio Manager by reviewing CRE portfolio that meets the square footage requirements and obtain energy usage data from Customer Programs & Services (CP&S).
    • Gather and analyze historical CRE operating and construction cost data to identify trends, and bottlenecks.  Align forecast work volume and associated resources and financial needs for GRC testimony and long-range portfolio planning.
    • Development and maintenance of all necessary supplement workpapers to support testimony.
    • Support development of new methodologies and tools to perform asset risk evaluation and develop mitigation strategies.
    • Supports CRE Senior Advisors with production of the federal, state and local compliance filings 

Qualifications

    • 5 to 7 years of experience in the field of analysis (i.e., business, project, finance and/or operational analysis).
    • Bachelor's degree in applicable profession, business, or technical discipline or equivalent combination of education, training, or experience.
    • Certifications or memberships from one of the following professional organizations: PMI, BOMA, IFMA, CoreNet Global
