Anser Advisory (part of Accenture) is actively seeking a highly talented Program Controls Manager to lead a program controls team on a major rail-transit program in Los Angeles County. This is a full-time hybrid position requiring a minimum of three days per week be performed from offices in Pomona, California.

Duties & Responsibilities

    • Responsible for the oversight, management, performance, and safety of the program controls team encompassing cost management, schedule management, document control, and risk management
    • Lead the development of master program schedule and budget
    • Develop Program Controls Plan and Program Controls Procedures
    • Implement and configure systems to effectively manage and report on all aspects of the program
    • Supervise the Program Controls Team to ensure the team gathers all material and data necessary to organize the required activities and produce final documentation
    • Review all project controls deliverables before providing to management for review and issuance to the client.
    • Develop Work Breakdown Structure (WBS) and establish SCC codes
    • Prepare periodic reports (e.g., monthly) of program cost, budget, and schedule status
    • Cost management including managing multiple funding sources and adhering to grant terms, reconciliation and audit controls, and project and program contingency analysis and management of contingency drawdown
    • Risk Management responsibilities include the management of the program level risk register, qualitative and quantitative analysis and the development of what if scenarios
    • Oversee the selection and implementation of a document control system
    • Document management responsibilities include the oversight of the document management team to ensure all project records and documents are maintained and controlled in accordance with program and project procedures

Minimum Requirements

    • Bachelor’s Degree plus 15 years of relevant experience
    • Program Controls Management experience on large FTA-funded rail-transit programs
    • Client-facing experience
    • Experience building program controls teams and managing teams, including recruiting talent to meet client’s needs
    • Working knowledge of Primavera P6 scheduling software
    • Working knowledge of all phases of execution from planning/ programming, design, procurement, construction and close-out including resolution of claims. Working knowledge of all elements of cost management including funds management, budget control, change management, forecasting and reporting
    • Working knowledge of schedule, risk and document management
    • Working knowledge of change order management and dispute resolution
    • Demonstrated ability to manage a team of staff, of various disciplines, to accurately and efficiently complete deliverables and meet deadlines
    • Experience in alternative project delivery
    • Strong written and oral communication skills
$225,000 - $275,000 a year
