ARSIEM is looking for DCO Program Element Monitor (PEM) Support. This position will support one of our Government clients in Hampton, VA.
Responsibilities
- Provide programmatic and financial management support to the Offensive Cyber and Cyber C2 PEM for the assigned Program Elements (PE).
- Assist the PEMs with the management and execution of all assigned PE funding.
- Execute the SPPBE process for assigned PEs, emphasizing FYDP programming and annual budget execution.
- Analyze assigned program elements and develops programmatic strategies to execute program funding efficiently.
- Provide the PEM with financial strategies for executing RDT&E, procurement, ops, and sustainment funding.
- Use ABIDES to identify all PE funding and changes in program funding.
- Account for all funding within the PE and links all PE funding to a specific requirement.
- Builds partnerships with HAF/NAF/Wing/SPO/Tactical cyber units to refine and prioritize DCO capability requirements and funding.
- Build assigned PE Program Objective Memorandums (POM) position/inputs IAW ACC and HAF Corporate Structure direction.
- Assist with the development of budget and execution plans for O&M budgets.
- Engage in day-to-day program Scaled Agile Framework acquisition events and evaluate plans, goals, and objectives for long-range modernization of offensive cyberspace systems.
- Provide written and oral responses regarding the PE for ACC leadership and HAF.
- Build briefings, Bullet Background Papers (BBPs), point papers, and emails to address questions/concerns about the PE.
- Implement Scaled Agile Framework acquisition methodology to establish weapon system planning increments.
Minimum Experience
- Five years of direct experience executing the SPPBE process for weapon system development, acquisition, fielding, and sustainment.
- Three years of experience with defensive cyberspace weapon systems.
- Three years of experience from a MAJCOM, NAF, cyber wing, tactical offensive, or defensive cyber unit with application of military cyberspace and Information Warfare operations as they apply to offensive cyberspace programs and weapons systems.
- Three years of experience using ABIDES databases and three years of experience with managing RDTE, procurement, and O&S funding.
- Three years of experience analyzing acquisition programs budgets and schedules and developing recommendations most effectively and efficiently using limited resources.
- Exceptional skills in MS Office Outlook, Excel, PowerPoint, and SharePoint for maintaining effective communication and professionalism within an office environment.
- One year of experience with Scaled Agile Framework and leading/participating in weapon system planning increments.
Clearance Requirement: This position requires an active TS/SCI clearance. You must be a US Citizen for consideration.
