A-TEK is seeking a Project Manager with prior FEMA experience to support development teams in the design, development, and delivery of mission-critical applications, along with operations/maintenance of the existing systems, in support of the FEMA mission. The Project Manager oversees all aspects of the project, leading teams of IT professionals on large projects or significant segment(s) of large and complex projects in an agile environment. The scope of this position is to design systems, while supporting the operations and maintenance of current applications. The successful candidate will have a demonstrated ability to drive contract organic growth. This is a remote position requiring occasional travel to locations in Washington, DC, and McLean, VA. 

Ability to obtain and retain a Public Trust Level 5 clearance is required for consideration for this position.

Responsibilities:

    • Provides day-to-day tasking of team members, in a DevSecOps environment, to ensure deadlines are met, facilitates communication between team members, managers, and government project leads; and coordinates requirements and scheduling activities to ensure performance across delivery orders.
    • Collecting schedule and resource allocation inputs from government projects leads, and contractors to develop an integrated master schedule to optimize use of staff to meet delivery commitments. 
    • Analyzes new and complex project-related problems and creates innovative solutions that normally involves the schedule, technology, methodology, tools, solution components, and financial management of the project.
    • Provides analysis and recommendations for long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources. 
    • Applies principles of PMI’s PMBOK to the management of all O&M software development efforts. Prepares, maintains, and follows a program management plan governing technical approach, organizational resources, and management controls to meet the cost, schedule, and performance requirements.
    • Operates in a CMMI-DEV Level III environment and ensures that team members are following established processes.
    • Effectively communicates project plans and expectations to team members and stakeholders in a timely and clear fashion. Delegates tasks, responsibilities, and work activities to appropriate personnel. Estimates the resources and participants needed to achieve project goals. Delivers all SOW requirements on-time and under budget.
    • Monitors all project life cycle activities and produces relevant artifacts. Provides weekly status reports and monthly status reports to the Project Officer and stakeholders reporting on progress against task plan, timeline accomplishments, problems encountered, action items, open issues, and recommended solutions. 

Qualifications:

    • Bachelor’s Degree from an accredited institution in Information Technology, Computer Science, Engineering, Business Administration, or related field.
    • Previous Federal Project Manager experience supporting FEMA is required.
    • Demonstrated experience in managing project scope, schedule, and cost; risk management; and resource management for multiple teams to execute project tasks.
    • Demonstrated work experience managing Agile projects in a DevSecOps environment supporting software development, and ongoing operations/maintenance.
    • Minimum of 7-10 years of Project Management experience leading applications development, modernization and/or cloud migration projects.
