Program Manager oversees all aspects of the project, leading teams of IT professionals on large projects or significant segment(s) of large and complex projects. Provides day-to-day tasking of team members to ensure deadlines are met. Facilitates communication between team members, managers, and government project leads. Coordinates requirements and scheduling activities to ensure performance across delivery orders. Collects schedule and resource allocation inputs from government project leads and contractors to develop an integrated master schedule to optimize use of staff to meet delivery commitments. This program utilizes Lean-Agile software development best practices and DevSecOps principles to deliver quality, secure and cost-effective digital solutions. A current PMP certification is required for consideration for this remote role.

Responsibilities:

    • Responds to Requests for Task Order Proposals and performs general management of Blanket Purchase Agreements.
    • Analyzes new and complex project-related problems and creates innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project.
    • Provides applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources.
    • Applies principles of PMI’s PMBOK to the management of all DME software development efforts. Prepares, maintains, and follows a program management plan governing technical approach, organizational resources, and management controls to meet the cost, schedule, and performance requirements.
    • Operates in a CMMI-DEV Level III environment and ensures that team members are following established processes.
    • Effectively communicate project plans and expectations to team members and stakeholders in a timely and clear fashion. Delegates tasks, responsibilities, and work activities to appropriate personnel. Estimates the resources and participants needed to achieve project goals. Delivers all SOW requirements on-time and under budget.
    • Monitors all project life cycle activities and produces relevant artifacts. Provides weekly status reports and monthly status reports to the Project Officer and stakeholders reporting on progress against task plan, timeline accomplishments, problems encountered, action items, open issues, and recommended solutions. 

Qualifications:

    • Bachelor’s Degree from an accredited institution in Information Technology, Computer Science, Engineering, Business Administration, or related field and minimum of 10+ years of experience leading the development, maintenance, and on-going improvement of information technology projects and planning processes.
    • Prior primary program management and delivery experience for USCIS contracts is required.
    • PMP Certification is required for consideration. AWS certifications are highly desired.
    • Prior Management experience of Teams of 30+ FTEs.
    • Proficiency in project management tools and software (e.g. Microsoft Project, Smartsheet).
    • Strong organization, analysis, and schedule management skills.
