Role

As the founding member of the Regulatory Affairs team at Bedrock Energy, you will be responsible for regulatory research and strategy, and compliance and engagement with governmental entities. Your short-term goal is to inform Bedrock’s market strategy & operations based on regulatory conditions that impact geothermal heat pump adoption; your long-term goal is to rapidly expand Bedrock’s serviceable market opportunity through influence of local, state, and federal regulations & incentives. This role ranges from technical research related to environmental law, to hands-on operational work to comply with subsurface & construction rules, to relationship-building with key regulatory agencies and legislative offices. You will master the environmental regulations, construction requirements, tax incentives, drilling licenses, and utility rates and rebates that impact the adoption of geothermal heating & cooling; in doing so, you will set foundations for an organization that will grow in each of these areas - not just as experts in compliance & processes, but also thought-leaders and policy advocates that shape the way our cities, states, and nation accelerate the energy transition. 

Responsibilities

    • Inform Business Strategy
    • Research, summarize, and track regulatory requirements & developments across key markets, at the local, state, and federal levels
    • Collaborate with Bedrock leadership to craft a go-to-market, market prioritization, and growth strategy based on regulatory compliance requirements surfaced in your regulatory & market analyses, and to effectively articulate these recommendations for internal audiences 

    • Support Business Operations
    • Collaborate with Bedrock commercial & implementation teams to develop relationships with permitting & licensing authorities in targeted markets for commercial entry
    • Support Bedrock leadership in writing grant proposals for funding & program opportunities with federal and state government agencies as well as local municipalities and utilities

    • Drive Regulatory Influence
    • Collaborate with Bedrock leadership to develop and execute on a regulatory engagement strategy for key markets, including policy advocacy, industry convening, and legislator/agency relationship building
    • Proactively form and own positive relationships with key stakeholders who influence regulatory decisions in Bedrock’s target markets, in service of accelerating our energy transition goals
    • Craft & submit clear, compelling, technically detailed written comments in support of Bedrock’s policy & regulatory goals, to state environmental agencies, municipal permitting entities, public utility commissions, and other regulatory bodies
    • Collaborate with Bedrock engineering teams to structure project output data in support of case studies that benefit our external engagement strategy
    • Proactively develop warm, collaborative relationships with other geothermal heat pump industry stakeholders to form coalitions driving positive change in geothermal adoption

Qualifications

    • Degree(s) in business, public policy, law, or other relevant field.
    • Industry experience related to the practical implications of policy, e.g., regulatory advocacy, policy consulting or counsel, or internal policy roles.
    • Familiarity with clean energy policy is highly desirable.
    • Experience with fast-moving start-ups in regulated environments is a plus

    • Proven ability to conduct meticulous research and become an expert in nuanced, legally technical matters with limited prior familiarity, resources, and time.
    • Highly effective synthesis of complex regulatory & legislative matters for practical action, and efficient communication in written, verbal, and visual form.
    • Extraordinary interpersonal skills for developing warm, influential relationships with external and internal partners across various functional & sectoral cultures (e.g. engineering, public sector, etc.)
    • Comfort initiating complex projects across disciplines, managing internal & external stakeholders, and driving multiple projects to timely completion.
    • Passion for the clean energy transition.
