Location: 
This role can work remotely from anywhere within the Washington, DC metropolitan area, with the requirement to attend in-person meetings as scheduled. You must be currently eligible to work for any employer in the United States. Bixal does not sponsor visas for employment.

We’re looking for a strategic, future-focused Senior Capture Manager who thrives at the intersection of federal health priorities and emerging digital technologies. This role is key to shaping and winning major federal contracts that modernize how agencies deliver health services—especially within veteran care, health equity, and benefits access ecosystems. 

You’ll need more than procurement experience—you need forward-thinking insight. The ideal candidate brings not only a deep understanding of federal contracting but also a strong grasp of where digital health technology is headed, including interoperability, AI, human-centered design, and data-informed decision-making. 

Recent pursuits and strategic partnerships include modernization initiatives with federal agencies focused on veteran health, Medicaid transformation, and digital public health infrastructure. 

This role will be remote within the Washington, DC metro area, with the expectation that attendance will be required for in-person meetings.

Capture Management:

    • Lead full lifecycle capture for opportunities focused on modernizing federal health systems, improving digital access, and driving patient-centric innovations
    • Anticipate and shape upcoming procurements by aligning company capabilities with federal health transformation goals, such as API-driven data sharing, real-time analytics, and integrated care delivery. 
    • Build and maintain a robust pipeline of technology-forward, health-focused opportunities, ensuring alignment with agency roadmaps and emerging federal mandates. 
    • Own and manage capture strategy, milestones, and solution alignment across pursuits involving enterprise health IT, cloud-native infrastructure, and digital service modernization. 

Digital Health Market Intelligence

    • Stay ahead of trends in federal digital health, including the growing role of AI/ML, EHR modernization, Zero Trust architecture, and FHIR standardsin federal environments. 
    • Monitor shifts in policy, legislation, and health equity initiatives that influence IT spending across HHS, CMS, and VA
    • Translate health policy shifts into actionable capture strategies—e.g., aligning with the CMS Interoperability Rule, VA Digital Modernization Strategy, or HHS’s push for public health data infrastructure. 

Stakeholder Engagement & Industry Positioning:

    • Build and sustain relationships with key leaders in civilian health agencies, including Chief Health Technology Officers, contracting officers, digital service leaders, and influencers shaping digital health policy. 
    • Position our company as a trusted innovation partner, able to deliver cutting-edge, scalable, and compliant solutions to government health challenges. 
    • Represent the organization at industry events and digital health forums, particularly those focused on health IT transformation, trust & safety, and accessibility. 

Proposal Leadership & Solution Framing:

    • Lead capture input into proposal development with a strong focus on mission relevance, digital innovation, and human-centered solutions
    • Collaborate with SMEs and solution architects to ensure proposals feature modern, scalable, and secure approaches aligned with customer goals. 
    • Ensure the integration of forward-thinking themes like health equity, virtual care, behavioral insights, and user experience into final proposals. 
    • Other relevant duties as qualified and trained to execute 

Qualifications:

    • Bachelor’s degree plus at least seven (7) years of relevant experience, or an equivalent combination of education and/or experience 
    •  Significant experience in federal capture, business development, or strategy—especially within civilian health or digital services sectors. 
    • Deep understanding of federal procurement environments within VA, CMS, HHS, or related health-focused agencies. 
    • Strong grasp of emerging technologies and standards shaping the future of federal digital health, including FHIR, APIs, AI, cloud platforms, cybersecurity frameworks, and digital identity. 
    • Proven success leading multi-million-dollar federal capture efforts tied to health IT, public benefits, or digital government services. 
    • Exceptional communication skills—able to engage both deeply technical and mission-oriented audiences. 
    • Adept at managing capture schedules, cross-functional teams, and strategic teaming efforts. 
    • Familiarity with tools like GovWin and Market Intel platforms, as well as federal agency roadmaps. 
$130,000 - $160,000 a year
