What Will You Do?
The Program Cycle Mechanism (PCM) is a multi-year contract funded by the USAID Bureau for Policy, Planning and Learning (PPL) to improve the effectiveness and sustainability of USAID interventions to achieve lasting development outcomes by building Agency capacity to implement the Program Cycle effectively.  The Program Cycle is the USAID operational model for planning, delivering, assessing, and adapting development programming in a given region, sector or country to advance U.S. foreign policy. It encompasses guidance and procedures for:   

- Making strategic decisions about programmatic areas of focus and associated resources; 
- Designing programming to implement strategic plans; and 
- Learning from performance monitoring, evaluations, and other relevant sources of information to make course corrections as needed and inform future programming.  

PCM aims to improve the effectiveness and sustainability of USAID interventions to achieve lasting development outcomes by building capacity around Program Cycle implementation. Assistance provided under the PCM contract includes the development or revision of policy, guidance, and training; supporting innovative capacity building approaches; providing direct staffing and technical assistance support to USAID Missions and Washington offices; supporting the implementation of the Program Cycle at an Agency-wide level and facilitating the sharing of Program Cycle resources online with USAID internal and external audiences.  

 The PCM Knowledge and Information System Specialist will be part of the Program Cycle Mechanism (PCM) team, providing technical and support services to the Bureau of Policy, Planning, and Learning at USAID. The Specialist will support internal and external PPL websites (ProgramNet andUSAID Learning Lab respectively) with knowledge management and technical services. The Specialist will support the execution of a refreshed website outreach and engagement plan. The Specialist will create and curate website content, produce outreach materials, and facilitate engaging sessions with Agency stakeholders. The Specialist will work in partnership with USAID staff counterparts to increase access and visibility to the information available on the website with the ultimate aim of increasing Agency ability to improve development outcomes.

Responsibilities

    • Serve as the main point of contact on the ProgramNet site and provide guidance to the client on best use of ProgramNet to further the knowledge management goals established by USAID
    • Develop content and knowledge management strategy for USAID’s ProgramNet Drupal platform and support implementation related to the goals and vision of the ProgramNet site and complementary activities to further stakeholder and user engagement
    • Advise USAID staff on knowledge management strategies and good practices pertaining to site content creation and management 
    • Facilitate knowledge sharing, peer-to-peer learning, and backstop virtual and in-person learning events through Webex and Google Meet.  
    • Create stakeholder engagement plans and user learning tools/products for ProgramNet  
    • Facilitate site data collection and processing; create monthly, quarterly and annual reports 
    • Produce site  newsletter 
    • Facilitate regular platform client stakeholder meeting and provide on-going follow-up to stakeholders as needed
    • Strengthen internal systems (processes, practices, and direct technical support) to enhance program-level knowledge and learning generation, exchange and application 
    • Provide inputs to the web governance plans and support priorities related to website updates/upgrades in coordination with the Technical Program Manager
    • Assist with technical requirements analysis and documentation, including user testing, quality assurance, and 508 compliance; 
    • Provide strategic guidance and liaise with USAID stakeholders, including the PPL Activity Manager Adapt to changing needs and requests of the client
    •  Perform other duties as required

Qualifications

    • Proactive problem solver with an enthusiastic and positive attitude and excellent written communications 
    • Motivated to participate in a client-facing, collaborative team environment, resulting in services that delight customers 
    • Excellent written, verbal, and interpersonal skills. 
    • Ability to bridge the gap between both technical and non-technical audiences while speaking to each in a language they understand. 
    • Bring in-depth experience across multiple types of environments from a security compliance perspective. 
    • Bachelor’s degree with 5+ years of experience (or a Master’s degree with 3-5 years of experience) 
    • Must be a US Citizen or Permanent Resident for 3+ years 
    • Must be able to undergo and pass at Public Trust Security Clearance 
    • Mid-level professional with adaptable skill sets in KM, web governance, and information security
    • Experience working with clients to evaluate KM needs, identify opportunities to improve KM systems, processes, and culture, and implement recommendations 
    • Skills in facilitating KM tools and processes (such as webinars, after-action reviews, strategic meetings, surveys, KM platforms/websites, Google docs management, etc.) 
    • Familiarity and experience with online event platforms such as Adobe Connect, Webex, Google Meet Experience leading efforts to organize knowledge on digital platforms, including web governance knowledge 
    • Familiar with Drupal and/or similar content management system 
    • Experienced in the oversight and/or design and development of web sites
