We hold the Comprehensive Technical Assistance (TA) for Health Supply Chain and Pharmaceutical Management IDIQ contract with USAID, under the NextGen Global Health Supply Chain Suite. This 10-year contract enables USAID to procure technical and advisory services to strengthen health supply chains, pharmaceutical management, and diagnostic laboratory networks. The Comprehensive TA IDIQ aims to ensure sustainable access to safe, effective, quality-assured, and affordable health commodities. 

Key Objectives:
1. Strengthen local supply chain systems to ensure a reliable, sustainable supply of quality health commodities through public and private channels, beyond donor support. 
2. Improve supply chain performance to increase the availability of essential, quality-assured health commodities. 
3. Strengthen pharmaceutical management systems, ensuring quality pharmaceutical services and robust regulatory systems.

Bixal is currently accepting applications in the following technical areas from candidates seeking long and short-term positions to support this initiative:


Monitoring, Evaluation and Learning (MEL) Experts

    • Develop and/or update supply chain and pharmaceutical management assessment tools and supporting their use by the global health community;  
    • Implement relevant assessments in USAID-assisted countries,  
    • Data quality assessments;  
    • Harmonize or align monitoring and evaluation reporting;  
    • Evaluate country-level supply chain and pharmaceutical management activities (where no conflict of interest exists);  
    • Develop and implement of continuous process improvement methods, focused on learning;  
    • Collect and document innovations and lessons learned from the field;  
    • Support processes to collect lessons and new evidence from across the global health supply chain and pharmaceutical management community.  

Knowledge Management and Communications Experts

    • Develop a Knowledge Management and Communications (KMC) strategy;  
    • Establish and maintain processes and/or platforms for knowledge management of deliverables, outputs and outcomes;
    • Harmonize or align communications formats across NextGen;  
    • Develop strategic communication materials for key audiences - such as success stories, fact sheets, or other communication materials - in support of USAID missions or USAID/Washington;  
    • Develop and implement strategies for sharing information with supply chain and pharmaceutical practitioners, technical partners, decision-makers, and other key audiences within LMICs;   
    • Develop and implement plans for knowledge management, communication platforms, or other deliverables at the conclusion of individual Task Orders, Comprehensive TA, or NextGen.  

Gender Experts

    • Provide expertise in inclusive development principles and gender equality and social inclusion (GESI); 
    • Design country-wide gender equality strategy, vision or action plan with operational actions; 
    • Design, manage and implement activities to promote gender equality and social inclusion (youth, disability inclusion). Includes conducting GESI analysis, and inclusion studies;
    • Support to countries and local institutions in integrating GESI in technical activities under supply chain management program by implementing gender transformative interventions;
    • Experience in diversification of recruitment strategies to engage women in hiring and address barriers;
    • Ability to navigate culturally sensitive context, provide technical expertise and maintain collaborative relationships with diverse stakeholders;
    • Ability to coordinate with diverse partners (government, civil society organizations);
    • Experience with USAID or other donor funded programs preferred.

Climate Change Experts

    • Provide technical assistance in monitoring and reducing greenhouse gas emissions in health supply chains; environmental sustainability in supply chain strategies; and management of health care waste from a climate perspective;  
    • Develop and conduct analysis on the impact of climate change on health supply chain; 
    • Develop and implement strategies for building resilience to climate-related shocks; 
    • Provide regular updates and climate related reporting including carbon footprint evaluations and reduction goals.  

Stakeholder Coordination and Facilitation Experts

    • Stakeholder facilitation and management of senior leaders;
    • Build relationships, coordination and collaboration with other actors in support of regional, national or local institutions and USAID operating units. Ability to manage and engage in meaningful collaboration with a wide range of stakeholders and organizations;  
    • Support/Facilitate country teams toto align approaches at the regional level to improve supply chain and pharmaceutical management; 
    • Provide secretariat services for coordination forums; 
    • Advise on coordination mechanisms across Comprehensive TA or NextGen mechanisms that can add value and strengthen collaboration. 

Qualifications

    • Bachelor’s degree is required. Master’s degree is preferred. 
    • Proven experience working with donor-funded programs, preferably USAID projects, involving multiple subcontractors 
    • Strong written and verbal communication skills in English 
    • Experience presenting concepts and results effectively to stakeholders and donor 
    • Experience in low- and middle-income countries  
    • Prior experience with public health supply chain programs in the developing countries 
    • Familiarity with USG regulations (e.g., FAR, AIDAR, ADS) preferred 
    • Strong interpersonal and organizational skills 
    • Fluency in English required 
    • Preference for regional and local candidates 
    • Willingness to travel
