What will you do?
Bixal is seeking a Senior Program Manager to join our dynamic team. The person in this role will manage a large Blanket Purchase Agreement (BPA) contract and manage work on call order(s) while supervising program management team members to ensure delivery excellence.

Important Note:
This position is contingent upon contract award.

Responsibilities

    • Manage a BPA by providing strategic support to multiple call orders/projects with intersecting goals, requirements, and outcomes.
    • Be accountable for the success of the BPA, including client relationship management, solution delivery, quality management, profit and loss, and contract execution.
    • Serve as point of escalation for project and program risks and issues.
    • Be the primary point of contact for the to the BPA’s Contracting Officer’s Representative (COR) and Task Order Contracting Officer’s Representative (TOCOR).
    • Engage and build relationships with both technical and non-technical stakeholders to both inform project objectives and nurture new business opportunities to expand Bixal’s work for current agencies and offices.
    • Prepare and deliver monthly reports.
    • Identify business development opportunities and support Bixal’s capture efforts to expand our presence within programs or sectors.
    • Support the preparation of call order price quotes, proposal content or solutioning as needed to foster growth from the BPA.
    • Provide hands-on management to multiple projects under call order(s).
    • Guide the work of other project managers and/or scrum masters; ensuring they are held accountable for nurturing high performing Agile teams, and teams are delivering on contractual deadlines and sprint commitments.
    • Coach and mentor project teams—identify strengths and work to improve weaknesses to help team members grow.
    • Build a trusting and safe work environment by facilitating production of work through open collaboration and transparency with an emphasis on problem-solving.
    • Ensure quality of work is aligned with Bixal standards, including good CPARS.
    • Define and implement processes to optimize efficiency and ensure deliverables achieve the utmost quality.
    • Anticipate problems, issues and risks; identify solutions and implement mitigation strategies to help Agile teams iteratively adapt with an enthusiastic and positive attitude.
    • Track call order budgets and provide regular project reporting to clients and Bixal leadership as required.
    • Feel confident curating and presenting information in front of Product Owners, client stakeholders, or Bixal leadership as requested.
    • Advocate for and implement best practices in challenging environments.
    • Oversee staffing assignments and participate in recruiting activities to ensure delivery needs are being met.

Qualifications

    • Bachelor's degree in Business or a related discipline.
    • Ability to undergo a background investigation by the U.S. Government and meet eligibility requirements for suitability.
    • 12+ years of work experience in relevant management positions of increasing scope and responsibility, and several years leading high performing teams.
    • Experience managing federal contracts is required, with understanding of federal procurement processes and contracts, including FAR regulations; have experience with federal guidelines, policies, and procedures.
    • Experience managing BPA or Indefinite Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for the government.
    • Demonstrated history of interfacing with cross-functional teams and senior management, as well as external clients and other stakeholders.
    • Demonstrated history of navigating issues and risks through solution identification and problem solving.
    • Experience defining staffing structures and building high performing teams.
    • Exceptional management and leadership skills.
    • Excellent oral and written communications skills.
    • Experience with human-centered design principles and adoption of Agile mindset.
    • Acute attention to detail and excellent organization skills.
    • Strong experience and comfortability with Microsoft Office suite, Sharepoint, Atlassian Product Suite, and virtual collaboration tools such as Miro.

Nice to haves

    • Master’s Degree in a related field.
    • Project Management Professional (PMP) or Project Management Institute Agile Certified Practitioner (PMI-ACP).
    • Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO) certification.
    • A deep understanding of Drupal and experience successfully managing enterprise level Drupal projects.
    • Experience managing projects for the U.S. Department of Transportation (DOT) and proven ability to build relationships with DOT stakeholders.
