What will you do?
The Monitoring, Evaluation, and Learning (MEL) Director will support projects within Bixal’s Data practice area. The MEL Director will provide technical and management expertise to a portfolio of domestic projects and provide business development support to federal civilian agencies. This is a full-time position. 

Responsibilities

Project Oversight and Management: 50%

    • Lead a portfolio of projects focused on performance monitoring, evaluation, data analytics, and learning, primarily for domestic federal agencies, supporting the rollout of the Evidence Act.
    • Provide technical direction to activities and teams and ensure technical quality of project processes and deliverables.
    • Serve as a point of escalation for project issues, including responding to clients, resolving issues, solving problems and helping team members iteratively adapt.
    • Supervise junior- and mid-level team members, including MEL Specialists, Evaluation Specialists, Data Analysts and Program Managers, implementing a coaching and mentoring approach to supervision.

Corporate Initiatives: 20%

    • Support the Practice Area Vice President in the continued adaptation and implementation of Bixal’s strategy and vision to advance performance management, robust evaluation practices, data analytics, visualization, data use for decision making with our partners.
    • Support technical initiatives to systematize quality across the organization and support the roll-out of standard approaches.
    • Represent the company to federal civilian agencies, partners, and collaborators to advance the interests of the company.
    • Serve as a thought leader and high-level representative for Bixal in the wider community of stakeholders looking at implementation of the Evidence Act, evaluation and innovation in these areas.

Business Development – 30%

    • Capture and develop new business opportunities to expand Bixal’s presence within among domestic federal agencies around performance management, evaluation and data analytics.
    • Manage staffing assignments and hiring to ensure delivery needs are met on new business capture and proposals.
    • Lead proposal solutioning, technical writing and content creation.
    • Develop partnering arrangements and select key and non-key personnel for proposals.
    • Further define technical objectives by roles and responsibilities to inform staffing structures and level of effort for proposals.
    • Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
    • As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.
    • Perform other duties or special projects as assigned.  

Qualifications:

    • Masters Degree plus 8 years progressive experience in similar roles.
    • Proven expertise in performance monitoring, evaluation, data analysis, data visualization and learning to support domestic federal agencies, with a focus on the social sector.
    • Demonstrated thought leadership in innovative approaches within the area of performance management and evaluation.
    • Working experience and understanding of the Evidence Act.
    • Experience managing a diverse and dispersed team.
    • Business development experience including proposal writing and teaming.
    • Passion for using cutting edge technology.
    • Federal contract and budget management experience.
    • Ability to travel domestically approximately 15% of the time.
$118,000 - $145,000 a year
