Bixal is seeking a consultant based in Philippines to work on a short term, technical assignment to evaluate a public financial management (PFM) technical assistance program in Philippines. The work location will be the consultant’s home in Philippines and will require brief in-person work in Manila, Philippines for 2-3 weeks in September 2024. We will only consider candidates who are currently based in the Philippines.

The MEL specialist will support the evaluation team as a team member and will be an expert in the local financial and political context of the Philippines and will have experience working in the financial sector. Primary responsibilities include setting appointments for field work, managing a team calendar for in-person interviews, participating in interviews and taking high-quality notes, collecting relevant local documentation and reports, managing the transcription and translation of interview data, and supporting the analysis and report writing for evaluation reports as assigned by the evaluation team leader.

    • Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.    
    • As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works. 

Scope of work

    • Be solution oriented, problem-solving, collaborative, and solution-oriented
    • Collaborate in the design and execution of monitoring, evaluation or learning activities as per the scope of work assigned.
    • Collaborate in the development of the workplan, inception report, facilitation guide or evaluation design as required.
    • Work on-the ground in Manila, Philippines to set appointments for field work with finance agency staff and advisors.
    • Produce high-quality interview notes for interviews conducted in English and Tagalog (if necessary).
    • Manage the transcription and translation of interview data.  
    • Collaborate on the development of presentations to disseminate findings and conclusions to a wide audience, including high-level forums. 


    • Experience conducting international evaluations in Philippines, and superior intercultural skills and political sensitivity.
    • Experience setting up in-person interviews with public officials.
    • High level expertise with quantitative and/or qualitative methodologies and evaluation approaches.
    • Excellent verbal communication and professional writing skills in English (and Tagalog, if necessary).
    • Robust organizational skills to collaborate with evaluation teams.
    • Strong attention to detail.
    • Ability to follow through on tasks in a fast-changing environment.
    • Willing to learn from team members, coach and be coached as appropriate.
    • Familiarity with computer assisted qualitative and quantitative data analysis software such as Atlas.ti, NVivo, or MAXQDA.
