As we continue to expand our footprint and impact, we are seeking a visionary Vice President of Strategic Growth (SG) to drive our growth initiatives and shape our strategic direction.

Reporting directly to the Chief Executive Officer, the Vice President of Strategic Growth will drive Bixal’s corporate growth strategy, leading all aspects of business development. The Vice President of Strategic Growth will be a key member of our executive team, responsible for identifying and capitalizing on new business opportunities, and fostering strategic partnerships. You will oversee, develop and empower a high-performing team of capture managers, market researchers and proposal development professionals, ensuring alignment with Bixal’s strategic growth goals. The ideal candidate must demonstrate the ability to show sensitivity and to establish respect, credibility and trust in government and non-government settings and with a reputation for opening doors.

Responsibilities

Strategic Leadership & Vision
·          Leverage Bixal’s core areas of expertise – human centered design, knowledge management and organizational development and learning, technology, data, and strategic communications/content strategy to develop a robust a multi-year growth strategy that aligns with Bixal’s global priorities for impact and those of our clients.
·         Identify and assess emerging trends, market dynamics, and competitive landscape to inform strategic decisions.
·         Conduct market research and analysis to understand client needs, market trends, and competitive positioning.
·         Develop and implement strategies to enhance market presence and penetration in technology, data analytics, and customer experience domains.
 
Innovation & Network Building
·         Empower and guide the team to continuously build and expand networks of people, organizations, technologies, and ideas, ensuring Bixal remains at the forefront of innovation.
·         Foster a collaborative environment where the team identifies and seizes adjacent growth opportunities, differentiating Bixal’s offerings and fueling its leadership in the market.
·         Work hand-in-hand with executive and senior leadership to synchronize business development activities. Ensure a seamless client experience across all interactions, from initial needs assessment through to delivery and follow-up.

Business Development Leadership

·         Lead, inspire and empower Bixal’s Business Development Team to excel across the capture lifecycle—optimizing lead generation, pipeline development, and opportunity qualification.
·         Streamline processes, ensuring efficient pipeline administration, capture management, and proposal operations to meet and exceed business objectives.
·         Champion and instill key business-development behaviors.
·         Promote and embed across the Strategic Growth team and the broader organization a culture of success by
(1) fostering the development of connected networks among colleagues and clients,
(2) driving value creation through collaborative efforts, and
(3) ensuring a proactive, consistent approach to business development is maintained at all levels.
·         Lead capture strategy activities, from proposal development to pitch delivery, advocating for agile procurement practices where possible. Stay ahead of market trends by meeting with customers, competitors, clients, and teammates, developing deep insights into acquisition strategies, timing, and contract vehicles.

Performance Metrics & Financial Oversight
·        Develop and execute a robust KPI strategy that monitors and measures the effectiveness of business development efforts, ensuring alignment with Bixal's strategic objectives and delivering positive outcomes.
·         Develop and manage budgets for strategic growth initiatives, ensuring efficient allocation of resources and alignment with financial goals.
·         Monitor and report on the financial performance of growth activities, providing insights and recommendations for improvement.
 
Strategic Relationships & Partnerships
·         Utilize advanced networking skills to build and maintain relationships with key Federal Government stakeholders, including agency leaders, program managers, contracting officers and other decision-makers. Leverage these relationships to gain insights and influence procurement decisions.
·         Leverage your established network within Federal Agencies to forge new business opportunities and strategic partnerships, while also leading and empowering the team to do the same.
·         Attend industry events, conferences, and meetings to enhance our visibility and influence.
·         Establish relationships with teaming partners and subcontractors as needed.
 
Brand Advocacy
·         Champion the Bixal brand, embodying its purpose, mission, and core values across all stakeholder groups—clients, potential hires, and employees alike.
·         Leverage social media platforms to enhance our brand presence and engage with federal contracting stakeholders.

Minimum Qualifications

    • Bachelor’s degree, advanced degree preferred, with at least 15 years of relevant experience, including recent senior or executive-level roles.
    • Extensive senior management experience, known for a winning track record in the digital space within the U.S. Federal Government.
    • In-depth knowledge of federal government procurement processes, regulations, and compliance requirements.
    • Strong understanding of technology, data analytics, and customer experience domains.
    • Expertise in driving strategic growth initiatives across multiple civilian agencies, delivering innovative public sector services, and successfully leading business development in competitive federal contracting environments, particularly in technology and data analytics efforts.
    • Demonstrated success in developing and executing growth strategies, managing large-scale projects, and achieving revenue targets.
    • Ability to analyze complex data, market trends, and competitive dynamics to drive strategic decision-making.
    • Willingness and ability to travel domestically and internationally up to 15% of the time

$225,000 - $255,000 a year
