Background 

Bixal Solutions Inc. is the prime contractor for the USAID Nepal Learning for Development Activity. The Learning for Development Activity is currently conducting the baseline for a 5-year impact evaluation of the USAID Equity and Inclusion in Education Activity. Baseline data collection will includea Grade 8 Student Assessment in Mathematics and Nepali Language, KAP surveys with students, parents, and school-level respondents,in addition to key informant interviews and other qualitative data.  Quantitative and qualitative data will be collected at both intervention Cohort A schools and a comparison group. The impact evaluation will use a difference in difference design and comparison schools will be established using propensity score matching. The student assessment will be based on the National Assessment of Student Achievement; a separate consultancy has been issued for a psychometrician to assist in instrument validation and equating.  

Task 

The Statistician will work with the Impact Evaluation Baseline team to provide guidance, technical leadership, and technical oversight for the baseline data collection design, and data analysiswith some monitoring of data collectionactivities.  

Primary Responsibilities include but are not limited to:

    • Reviewing Impact Evaluation design, methodology, tools, and sample sizes 
    • Contributing to the samplingcollection design for quantitative components  
    • Creating the Quantitative Data Analysis plan and contributing to design amendments 
    • Leading data analysis of Student Learning Assessment and KAP surveys 
    • Contributing to findings, conclusions, and recommendations in conjunction with other Baseline Impact Evaluation team members and drafting applicable report sections or inputs as applicable  
    • In concert with the team, presenting findings to stakeholders 
    • Assist with problem-solving statistical design and analysis matters when the need arises 
    • Performing other technical duties as appropriate and required 

Qualifications:

    • Master’s degree or higher in probability and statistics or a related field 
    • 7+ years’ experience in applied statistical analysis with a strong focus on impact evaluations in development contexts and analysis of education data 
    • Strong blended skills in qualitative and quantitative data analysis 
    • Excellent written English 
    • Experience working with USAID Activities 
    • Demonstrated skills in Microsoft Office Software and statistical analysis tools, such as Stata and R  
    • Experience working in Nepal helpful 
Level of Effort and Timeline 
The level of effort is anticipated to be ~ 160 hours.
