What you will do:
Bixal seeks a Technical Director to join our growing International Programs Team.


Responsibilities:

    • Provide Third Party Monitoring (TPM) expertise to the Bureau of Humanitarian Affairs (BHA) in support of their work in Burma.
    • Provide training on BHA monitoring preferences to Bixal team members and sub-contractor staff.
    • Provide training on best practice in TPM including use of technology, data analysis, quality control, reporting and other topics as required
    • Ensure the team has a thorough understanding of Do No Harm, ethical approaches to monitoring in humanitarian contexts.
    • Provide technical assistance and quality assurance oversight to the Burma team to ensure that their standard operating procedures, data quality assurance and reporting are of the highest quality for BHA.
    • Travel to Bangkok up to 4 times/year to meet with, plan with and conduct trainings for the team.
    • Be available to meet with the client weekly (or as needed).
    • Provide technical assistance on special studies (design, sampling, data collection strategies)
    • Provide technical assistance on conducting data quality assessments for BHA.
    • Lead technical initiatives to systematize quality across the project (and organization as appropriate) and support the roll-out of standard approaches.
    • Represent the company to donors, partners and collaborators to advance the interests of the company.
    • Serve as a thought leader and high-level representative for Bixal in the wider development community.
    • Assume full accountability for the quality of work and client satisfaction for the TPM Burma project.
    • Mentor Burmese and sub-contractor staff.
    • Assist with trouble shooting and problem solving when needs arise, including delivering services to the client when required.
    • Actively contribute to new business development through leading, writing, and reviewing proposals as requested (less than 10%).

Qualifications:

    • Master’s degree in social sciences, such as international relations, political science, economics, or related subject, with technical training in MEL
    • Minimum of 10 years of experience in MEL roles
    • Strong qualitative and quantitative data collection and analysis skills, including knowledge of data management, analysis, and visualization software (e.g. Stata, Atlas.ti, Tableau, etc.)
    • Expertise in TPM in humanitarian / conflict settings
    • Excellent verbal communication and writing skills, including expert cross-cultural communication skills
    • Strong cultural competence and ability to work flexible hours to accommodate clients or consultants in other time zones
    • Knowledge of USAID and BHA approaches and regulations
    • A self-starter with strong attention to detail and the ability to prioritize assignments to meet required deadlines
    • Curiosity and willingness to learn
    • A commitment to advancing a diverse and inclusive work environment

Nice to Haves:

    • Knowledge of the Burmese operating context is preferred
