What Will You Do?
Bixal seeks a Communications and Knowledge Management (CKM) Lead who will provide strategic direction, technical expertise, and managerial leadership for the Designing Effective evidence-based Engagement and Learning for Organizational Performance (DEVELOP) activity. DEVELOP supports the USAID Center for Education in strengthening its organizational capacity to lead in the education sector, with a particular focus on organizational effectiveness, staff professional development, knowledge management, and communications. 
 
This role is a key personnel position and will oversee two workstreams focused on knowledge management and communications. This position will report to the DEVELOP Project Director and will be expected to travel 10-15% domestically and (less frequent) internationally.

Responsibilities

    • Serve as Bixal’s primary relationship manager on the DEVELOP project through frequent engagement and consultation with USAID clients, DEVELOP partners and workstream team members. Lead a singular/one-team vision and defined management approach to CKM.
    • Serve as primary manager of two workstreams on the DEVELOP project—knowledge management and communications—and ensure quality assurance of workstream activities and client relations.
    • Provide strategic leadership and technical expertise in knowledge management and communications to achieve project objectives and advance the goals of USAID’s Center for Education.
    • Manage teams with expertise in knowledge management and strategic communications to ensure activities are implemented in a timely and high-quality manner. This includes overseeing knowledge management and communication workstream activities led by other DEVELOP partners.
    • Oversee management of websites supported by the DEVELOP project, including EduLinks, GenderLinks, and DRGLinks. This includes contributing to the strategic visioning of these websites as knowledge management and communications platforms as well as overseeing the work of technology and content teams maintaining and/or updating the websites.
    • Oversee the development and the implementation of knowledge management and communications strategies for the DEVELOP project. Adjust the strategies as necessary based on data, feedback and continuous reviews of CKM tools and approaches. 
    • Support the Center for Education and other USAID operating units in utilizing CKM tools and methods in support of their broader vision and purpose.
    • Oversee and contribute to the strategy, design, development, and dissemination of content to inform, equip and engage the USAID education workforce through knowledge and communication products for internal and external audiences. 

Qualifications

    • Master’s degree in international development or relations, knowledge management, marketing, communications or a related field required.
    • 12 years post-graduate experience working at a senior level or team lead (or equivalent level) in the international development space, public or private sector.
    • At least 5 years’ experience managing and leading diverse teams.
    • Demonstrated experience in strategic planning and consulting with a diverse group of clients and stakeholders in a facilitative manner.
    • Excellent communications and interpersonal skills with evidence of ability to establish strong working relationships with diverse stakeholders.
    • Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
    • Demonstrated ability to achieve high levels of client satisfaction.
    • Team player who is adaptive, collaborative and results oriented.
    • Demonstrated experience working with USAID.
    • Strong experience in reinvention/change management/quality management initiatives in the public sector.
    • Familiarity with USAID knowledge management, Collaborating, Learning and Adapting (CLA) and communications best practices and requirements.
    • Demonstrated expertise in developing and implementing a wide range of strategic communications and knowledge management activities.
    • Fluency in English, both written and verbal.

Nice to Haves

    • Familiarity with the international education sector, preferably with knowledge of USAID priorities and activities.
    • Experience with Drupal-based web platforms.
$118,000 - $156,350 a year
