What Will You Do?
Bixal seeks a Director of Evaluation for a USAID Uganda Monitoring, Evaluation and Learning (MEL) Activity. This program will enhance USAID/Uganda’s program effectiveness by conducting high-quality evaluations, knowledge-sharing, and adaptive management to improve programmatic decision-making in the country.
The Director of Evaluation will oversee the development of evaluations, analyses, and assessments, contributing to USAID/Uganda’s efforts to deliberately draw contextual, programmatic, and operational learning from its evaluation, analytical, and assessment efforts. As a senior leader, they can provide technical oversight on all types of MEL deliverables and support such technical work as reviewing reporting methods, carrying out training, designing reporting tools, and advising project teams on the evaluation work. They are equally comfortable with qualitative and quantitative data.
Responsibilities:
- Oversee and participate in evaluations, analyses, and assessments throughout the life of the activity, including scope of work development, data collection, design of methodologies and protocols, data analysis and reporting writing.
- Contribute to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
- Support the design, quality, development and completion of assessments, analytical reports and evaluations.
- Participate as the Team Leader or senior team member on assessments and evaluations, as needed.
- Oversee Mid-Level Assessment and Evaluation Specialists and consultants who participate on assessment and evaluation teams.
- Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
- Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
- As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.
- Perform other duties or special projects as assigned.
Qualifications:
- Master’s degree in international development, social sciences or a related field.
- At least 10 years of experience in monitoring, evaluation and learning on donor-funded projects.
- Minimum of 7 years of experience conducting mixed-methods evaluations.
- At least 5 years of experience serving as Team Leader on donor-funded Evaluations and assessments.
- Strong experience and knowledge in quantitative and qualitative research, data analysis, and data management.
- Demonstrated experience leading USAID-funded evaluations.
- Strong written and verbal communication skills in English.
- Superior organizational skills and attention to detail.
