Role: Digital Twin Program Manager
Location: Rosemead, CA (Onsite)

Position Overview:

We are seeking a senior project manager (or program manager) with deep experience in executing large-scale individual projects—someone who is hands-on, delivery-focused, and ready to lead execution within a single tower, such as the Digital Twin initiative.
The ideal candidate will also have the capacity to scale into a broader program management role and serve as the IT interface across all six grid digitalization towers. While strong program management experience is valued, our priority is on candidates who can combine project-level execution expertise with the ability to coordinate complex, cross-functional efforts.

Key Responsibilities
                     Drive the planning, scoping, and delivery of Digital Twin initiatives across
                     Coordinate cross-functional teams across engineering, IT, GIS, SCADA, and field operations.
                     Translate utility-specific business needs (asset health, load forecasting, grid simulation) into technical requirements.
                     Manage external vendors, integrators, and platform providers through RFPs, POCs, and full deployment.
                     Track timelines, risks, and milestones to ensure on-time, on-budget project delivery.
                     Oversee integration of real-time telemetry, GIS data, SCADA systems, and historical CMMS/ERP data.
                     Define and monitor KPIs for twin performance, utilization, and business value realization.
                     Develop data pipelines and governance processes in collaboration with data engineering teams.
                     Support change management, including stakeholder training and communication strategies.
                     Ensure compliance with NERC/CIP, FERC, or other applicable regulations.
                     Lead change management efforts and end-user training in operational teams.
                     Report project status and ROI metrics to executive leadership and regulatory stakeholders.
                     Lead planning, design, and implementation of digital twin projects across physical assets, operations, or systems.
                     Serve as the IT liaison for other grid digitalization towers, ensuring alignment, dependency tracking, and cross-tower reporting.
 
Qualifications:
                     Bachelor’s or master’s in engineering, Computer Science, or related field.
                     5+ years managing IT or OT transformation projects in utilities (electric, water, or gas).
                     Demonstrated experience delivering at least one full-scale digital twin project from planning to execution.
                     Strong knowledge of SCADA, GIS, AMI, or utility asset management systems.
                     Experience with vendor platforms like GE Digital, Siemens, ABB Ability™, AVEVA, or Bentley Open Utilities.
                     Familiarity with real-time data ingestion, predictive analytics, and grid modeling.

Desired Qualifications:
                     PMP or Agile certification.
                     Familiarity with regulatory frameworks (e.g., NERC, ISO, EPA).
                     Understanding of smart grid, DERMS, or outage management systems (OMS).
