The Project Manager (PM) leads a focused strategic priority of the non-infectious disease (NID) programs department. The Project Manager is responsible for a time-bound public health project that is conducted in collaboration with the Maryland Commission on Public Health (CoPH), donors, and other internal and external partners. The Project Manager will implement an output-driven, complex public health project comprised of multiple, temporary, unique and related projects – focused on data modernization, funding, and assessing state-based public health capabilities. The Project Manager combines strong technical skills, management and leadership with an entrepreneurial and mission-driven approach to unleash the power of collaboration between the CDC; philanthropies; private entities; and individuals to protect the health, safety and security of the public.

The Project Manager will support activities for the Maryland CoPH. The Commission aims to assess the foundational public health capabilities of state and local health departments in Maryland and analyze the state’s ability to respond to major public health challenges. The Project Manager will work closely with Maryland CoPH support staff, technical experts, local health officers, and other partners to provide management support to the Data and Information Technology workgroup, Funding workgroup, Commission activities, and other areas as needed. The Project Manager will leverage their expertise working in public health at the local, state, or national level to manage the day-to-day activities for this project. This project will produce a report of recommendations for reform in Maryland.

Atlanta-based candidates are preferred. Remote work may be considered for exceptional candidates, though for some in-person team meetings, travel to Atlanta, Georgia or Maryland may be required. Relocation expenses are not provided.

Duties and Responsibilties

    • Leads and supports project design, implementation and evaluation of activities related to the Maryland Commission on Public Health.
    • Conceptualizes, plans, executes, monitors and closes a project focused on public health system strengthening. Will be required to concurrently manage at least two work groups and the broader CoPH activities to synergize work around a specific subject, practice area and/or partner. Formulates project-related goals, objectives, operating policies, strategic plans, guidelines, governance,
    • standards and priorities to ensure consistency with organization, department and division standard operating procedures.
    • Builds strong partnerships and provides technical expertise that ensures impactful, efficient and effective project implementation.
    • Serves as project liaison for and between internal and external partners.
    • Manages significant matters such as project implementation, reporting, contracting, budgeting and evaluating project impact and performance.
    • Contributes to resource mobilization efforts for the assigned project.
    • Represents the CDC Foundation at technical, financial, strategic and/or operational meetings focused on the project.
    • Travels as needed to represent the designated project and the CDC Foundation (up to 20 percent annually).
    • Participates in and/or leads special projects and other duties as assigned.

Qualifications and Skills Necessary

    • Master’s degree in public health or related field from an accredited college or university required.
    • Minimum of 10 years of public health and related professional experience required.
    • Specialized experience in public health system strengthening, data modernization, public health funding and public health practice areas such as partner engagement and partnership development strongly preferred.
    • Experience with enterprise resource planning systems and software packages used to manage day-to-day business activities such as project management and budgeting strongly preferred.
    • Knowledge and skills needed to be effective in the public-private partnership, project, and donor environments.
    • Ability to make decisions that accomplish department and project strategic objectives.
    • Advanced skills in project management, budget management, cross-cultural awareness, communication, influence, negotiation, conflict resolution and creative problem solving.
    • Experience and proficiency handling public-private partnerships (or functional equivalent collaborations).
    • Excellent written and verbal communication skills with experience preparing, writing and editing complex documents such as detailed reports to donors; briefing documents for CDC, donors and other partners; and peer-reviewed articles.
    • Strong technical skills including word processing, spreadsheet and database management.
    • Ability to represent the CDC Foundation and its partners, leading discussions and negotiations concerning project planning, implementation and evaluation.
    • Outstanding interpersonal and teamwork skills; collegial, energetic, and able to develop productive relationships with colleagues, donors and partners.
    • Sound judgment and maturity, exemplified by consistent professionalism in dealing with individuals at all levels both internally and externally.
