Position Highlights:
Salary Range: $90, 000 - $110,000, plus benefits
Position Type: Grant funded, limited-term opportunity contingent on funding
Position End Date: March 31, 2027
Location: This position will work a hybrid schedule based in Hyattsville, MD. Relocation expenses are not provided.
Overview:
The CDC Foundation is seeking candidates for full-time Technical Advisor positions to support the improvement of civil registration and vital statistics (CRVS) systems as part of the Data for Health (D4H) Initiative, which aims to assist countries in collecting better public health data and utilizing it to inform decision making. This position will work closely with Centers for Disease Control and Prevention (CDC) subject matter experts and CDC Foundation project staff to provide expert-level support and guidance, acting as a key resource for civil registration and vital statistics (CRVS) data system strengthening and digital system integration.
The Technical Advisor will leverage expertise and experience in public health informatics, digital health systems, software engineering, and project planning and management. Strong communication and teamwork skills are of absolute importance to succeed in this role.
This is an outstanding opportunity to work with the nation’s leading agency charged with protecting the public's health. The Technical Advisor will be hired by the CDC Foundation and work closely with the National Center for Health Statistics Global CRVS Team.
Duties and Responsibilities:
· Work with representatives from select low- and middle-income countries to map their health data systems and identify strategies for improvement of system integration, digitalization and CRVS data use
· Assess data, information, needs and resources to generate recommendations for system improvement
· Synthesize information and clearly communicate information and recommendations to partners
· Advise initiative partners and colleagues on best practices for system integration and digitalization
· Explore emerging technologies such as artificial intelligence and machine learning and their potential application to CRVS data systems
· Contribute to reference documents, technical papers and other resources related to CRVS system improvement, digitalization and CRVS data use
· Serve as country lead in up to one D4H country, supporting overall CRVS system improvements
· Support sample registration system development in up to one country as needed
· Represent the CDC Foundation and the project team at partnership events
· Participate in and/or lead special projects and other duties as assigned
· International travel up to 25%
Qualifications and Necessary Skills:
· Master's degree in public health, public administration, informatics or other related field from an accredited college or university
· Minimum of 5 years of relevant professional experience required with direct experience in health data system analysis and planning
· Proficiency with software used for business process mapping (such as Visio or Bizagi) as well as software used for data storage (such as Azure) and database management (such as SQL)
· Knowledge of CRVS or other health systems structures and processes
· Experience managing complex projects with diverse partners
· Cross-cultural competence and ability to work with a variety of partners from varying backgrounds
· Demonstrated experience building successful collaborations across diverse teams, influencing others, and providing guidance to internal and external partners
· Ability to effectively communicate CRVS system strengthening strategies and implications to technical and non-technical audiences
· Ability to engage with, listen to and learn from a broad range of partners, encouraging their meaningful participation and developing productive working relationships with colleagues and partners
· Strong project management skills and ability to meet deadlines, prioritize, and stay organized
· Experience working in a virtual environment with remote partners and teams
· Willingness to travel internationally and work a flexible schedule due to varying time zone requirements
· Fluency in French desired but not required
