Overview
- The Systems Architect will play a crucial role in advancing the CDC Foundation's mission by designing and overseeing the implementation of complex technical solutions that support the mission-critical systems in a public health organization. Working within the Alaska Department of Health, IT Business Applications Team, the Systems Architect will provide expertise and guidance to the design and implementation of a HIPAA-compliant Power BI Service for the Alaska Division of Public Health (DPH). This role focuses on ensuring robust data governance and maintaining strict compliance with healthcare data privacy regulation. The Systems Architect will collaborate closely with the IT Security Office and Data Modernization Team to provide essential training and support, ensuring that everyone understands and follows the necessary protocols for HIPAA compliance.
- The Systems Architect will be hired by the CDC Foundation and assigned to the Alaska Department of Health, IT Business Applications Team. This position is eligible for a fully remote work arrangement for U.S. based candidates
Responsibilities
- Provide expertise and leadership in technology architecture with a focus in technical (including infrastructure and networks) and application architecture, strategy, road mapping, and methodology for a HIPAA-compliant Power BI Service.
- Design and implement a scalable, secure, sustainable, costs effective Power BI service infrastructure.
- Ensure the Power BI environment is compliant with HIPAA and other relevant data protection regulations.
- Collaborate with IT teams to meet and maintain security protocols for Power BI Service.
- Collaborate with partners to understand business requirements and objectives. Design and develop architectural solutions for Power BI that meet these needs.
- Create Power BI service architecture diagrams, documentation, and guidelines to communicate design decisions and best practices.
- Define technical standards, protocols, and guidelines to ensure consistency and interoperability across existing systems.
- Oversee the development and deployment of Power BI gateways for data refresh and live connections to data sources. Manage integration with existing data sources.
- Provide technical leadership and guidance to development teams during the implementation phase.
- Perform Power BI service performance tuning, capacity planning, and scalability assessments.
- Monitor and optimize data refreshes and reporting loading times as part of performance optimization.
- Knowledgeable about industry trends, emerging technologies, and best practices in system architecture.
- Establish effective working relationships, obtain buy-in for systems development, promote systems to partners and agency leaders.
- Design and enforce access control policies to ensure that only authorized personnel can access sensitive data within Power BI Service.
- Implement data protection techniques within Power BI to safeguard sensitive health information.
- Conduct training sessions for staff and end users on best practices for using Power BI Service in a HIPAA-compliant manner, ensuring awareness and adherence to compliance requirements.
Qualifications
- Bachelor’s degree required.
- Experience and expertise in system architecture with deep technical knowledge of application design, implementation and deployment, and current and emerging architecture practices.
- Proven experience implementing a Power BI Service in a HIPAA-compliant environment.
- Expertise in Power BI Service architecture and components.
- Experience with data security and compliance, particularly HIPAA.
- Strong proficiency in Azure services and tools related to Power BI.
- Knowledge of Power BI administration, including capacity planning, security configuration and licensing.
- Understanding of network architecture and data gateway configuration for Power BI.
- Familiarity with Power BI Embedded and the ability to embed analytics into applications.
- Ability to work with data warehouse architects, informaticists, and application engineers to optimize data flow and reporting performance.
- Hands-on experience designing modern architectural patterns to support delivery of complex and legacy IT solutions that are stable, secure, responsive, and scalable.
- Expert level understanding of modern architectural standards for cloud-based solutions.
- Experience designing and writing automated test scripts for unit, integration, end-to-end, cross-browser, device, and accessibility testing.
- Proven experience applying software engineering best practices and architectural practices to product delivery.
- Experience conducting feasibility studies, reviewing new application system architecture or re-engineering legacy systems or enterprise level platforms.
- Ability to develop architectural solutions to meet complex, multi-year plans, spanning multiple internal/external partners and broadly defined business priorities.
- Ability to resolve significant integration and technical issues to address multiple systems/applications linkages, interdependencies and impacts where requirements are not initially clear.
- Demonstrated success fostering an inclusive environment working with and leading professionals from diverse backgrounds and geographies.
- Strong analytical thinking and problem-solving abilities.
- Excellent verbal and written communication skills, including the ability to convey technical concepts to non-technical partners effectively.
