PROGRAM DESCRIPTION: This role will be supporting the U.S. Fleet Forces Command (USFF) Headquarters (HQ) at USFF Norfolk, Virginia at a Government facility/site. As a member of their USFF Communications and Information Systems Division (N6) Support Team, you will significantly contribute to Navy Fleet Readiness and Homeland Security.  The team is involved in information technology (IT) support tasks including but are not limited to Program Management support, Network Engineering support, Maritime Operations Center/Tactical Systems support, Video Teleconferencing and Audio/Visual support, Portal Management and Application Development support, Staff IT Business Process/IT Services support, Satellite Communications Planning support, Information Assurance (IA)/Certification and Accreditation support, Database Administration support, Communications Security/EKMS support, and general IT support, as well as maintenance, updating and enhancement of developed application/software.
 
Job Responsibilities:
·        Provide assistance and support to Fleet/HQ COMSEC Manager. 
·        Manage, validate, and control distribution of all COMSEC keying material (keymat) for which USFLTFORCOM is Controlling Authority (CONAUTH). 
·        Process incoming requests and coordinate with key COMSEC agencies (such as NCMS, NSA, CMIO) to effect routine or emergent COMSEC account modifications, and/or unit deployment allowances. 
·        Promulgate keymat effective status, effective edition, segment status and usage information to all holders/users of USFF-controlled material. 
·        Coordinate and/or initiate actions to create and distribute new cryptographic keymat as warranted for new or evolving COMSEC systems. 
·        Review, evaluate and respond to reports of COMSEC Incidents; determine impact and Controlling Authority mitigation actions as warranted. 
·        Update and maintain instructions/documentation for basic shipboard COMSEC allowances. 
·        Participate in meetings, discussions, working groups, committees or special projects relative to COMSEC policy, management, operational/exercise requirements, as well as current and emerging cryptographic initiatives. 
·        Conduct COMSEC account and/or space inspections/certifications for USFF-subordinate commands as required. 
·        Manage and maintain equipment and material allowances for USFF Flag-level and Headquarters cryptographic support requirements. 
·        Conduct COMSEC equipment software, firmware and/or hardware updates/upgrades as required to meet established cryptographic modernization initiatives, standards and mandates.  
·        Maintain USFF Local Element COMSEC records and files. 
·        Load, track and manage COMSEC keymat for all operational COMSEC systems installed throughout USFF HQ and outlying sites. 
·        Conduct semi-annual and periodic inventories of COMSEC-accountable items throughout USFF HQ and outlying sites. 
·        Manage and maintain all Secure Terminal Equipment (STE) and associated cryptocards in use throughout USFF HQ and outlying sites. Provide troubleshooting, training and/or technical assistance for users as required. 
·        Oversee and manage COMSEC training requirements and standards for USFF HQ Local Element personnel and staff COMSEC users. 
·        Provide inputs in the development POAM for all projects and tasks. 
 
Job Requirements:
·        High School graduate or equivalent vocational program focused on information technology
·        At least two years of experience as COMSEC Account Manager or Primary Alternate or four years of experience as Local Element user or COMSEC material user. 
·        Background and knowledge of DoN’s Communications Security Material System (CMS), function of cryptographic devices and prevailing Information Security Regulations. 
·        Thorough knowledge of National and Navy COMSEC and Key Management Infrastructure (KMI) regulations, including CMS-1(Series) and CMS-3(Series).  
·        Proficiency and in-depth experience with Navy COMSEC procedures relating to issuing, handling, storing and destruction of COMSEC material. 
·        Comprehensive knowledge of operational requirements pertaining to the use of COMSEC material. 
·        Knowledge and proficiency in development of written material, to include draft and format of Naval messages. 
·        Formal course of instruction for KMI Account Manager or Basic COMSEC Procedures computer-based training or documented equivalent within past five years. 
·        Must have an active TS/SCI clearance.
