Regulatory Policy Manager

Fort Lupton, CO / Washington, DC / San Francisco, CA
Business & Operations /
Full Time /
Hybrid
If your idea of a good time is decoding regs, wrangling stakeholders, and helping gigaton-scale carbon removal go faster—this one’s for you. Charm is on the hunt for a Regulatory Policy Manager to help us turn paperwork into progress. You’ll lead the charge on permits, build bridges with regulators, and clear the path for Charm’s operations to scale at warp speed!

Location & Travel:
We’re open to candidates based near one of our operating hubs—Fort Lupton, CO; San Francisco, CA; or Washington, DC—or in nearby surrounding areas. While this role can become mostly remote over time, it will require 20–30% travel during the first couple of months to support permitting and stakeholder work on-site. After that, travel will taper to less than 20% as operations stabilize and relationships are established

What’s In It For You:

Competitive pay: $115,000–$135,000/year depending on experience.
Fully paid health coverage: We cover 100% of your medical premiums because staying healthy shouldn’t come at a cost.
Stock options: You're not just clocking in—you’re investing in the future of carbon removal.
401(k) with matching: We match 50% of contributions up to 6%—save for the future while you help save the planet (after 1 year of service with no additional vesting periods after that).
Paid time off & parental leave: Recharge with time off and take care of what matters most.
Annual professional development stipend: We pay you to keep learning, because curiosity is part of the job.
On-site perks: Healthy snacks and subsidized lunches—because solving climate change works up an appetite.
Big mission, real impact: Be part of a company literally burying carbon underground—on purpose, and at scale.

How You Stand Out:

Experience & Background:
• 4+ years navigating regulatory or advocacy roles in a regulated industry or government agency.
• You’ve worked on environmental permitting, ideally with experience in Underground Injection Control (UIC) or air permitting.
• You’re no stranger to both legislative processes and regulatory policy (and can explain the difference to someone at a dinner party).
• You’ve managed relationships across federal, regional, and state regulators and understand the nuance of stakeholder engagement.

Skills & Traits:
• You bring clarity to complexity—whether briefing the C-suite or a state regulatory board.
• Strong written and verbal communication chops with the ability to move others to action.
• You’re equal parts strategist, diplomat, and tactician.
• Passion for startup environments where priorities shift, growth is constant, and ambiguity is the default.
Bonus: Legal background or direct UIC permitting experience.

**You don’t need to be an expert in bio-oil or carbon removal on day one—we’ll get you up to speed. What matters most is that you know how to build relationships with regulators, chart a smart path through permitting, and keep the wheels turning until the job is done. If you've worked with the EPA or state permitting bodies, and you know how to move a permit from idea to ink, you're our kind of person.**

Your Role in Action:

Turn Policy into Permits:
You’ll take Charm’s big vision and translate it into real, regulator-approved progress. From federal injection permits to state-level air approvals, you’ll lead the charge on getting our operations greenlit—without getting lost in the red tape.

Make Friends in High Places:
EPA? State regulators? Local agencies? You’ll build and maintain strong relationships with key stakeholders across the board. Your superpower is knowing who to talk to, when to talk to them, and how to turn “maybe” into “approved.”.

Keep a Finger on the Pulse:
You’ll monitor shifting regulations, flag anything that might slow us down, and get ahead of it before it becomes an issue. If there’s a new rule or legislative wrinkle, you’ll know about it—and have a plan.

Bridge Teams and Break Silos:
You’ll sync up regularly with our Operations and Policy teams, aligning technical work with regulatory realities. You won’t just pass the baton—you’ll run alongside it, making sure nothing gets dropped.

Shape the Future (Seriously):
If current regulations don’t work for the science, you’ll work with our policy team to propose changes that do. You'll help push the boundaries of what’s possible in climate tech—and make it stick.

Why Charm:

At Charm Industrial, we’re not just talking about reducing wildfires, improving agricultural soil, health and fighting climate change—we’re actually doing it. Our technology converts excess biomass into carbon-rich bio-oil and injects it underground for permanent carbon removal. It’s bold. It’s scalable. And it’s working.

We’ve already removed thousands of tons of CO₂, and we’re just getting started! Our customers include names like Microsoft, Shopify, and Stripe, and our team includes creative, gritty people who thrive on innovation, ownership, and mission. We take our mission seriously, but not ourselves—expect weird biomass moments, silly machine names, and a lot of joy in doing hard things together.
