We are looking for an experienced Senior Product Manager to lead a team in developing solutions for our federal clients.

This is a remote-first position (Eastern Time Zone strongly preferred). The ideal candidate will have at least seven (7) years of experience in digital product management in a cross-functional, agile environment. To be successful, this person must have a deep understanding of the consulting mindset, user-centered prioritization, and the ability to build trust with a wide variety of stakeholders in a complex organization. The role requires a candidate who has excellent communication, leadership, and technical product skills. This is a customer-facing role, working to translate the needs of users and the business into digital product features.

Coforma Product Managers are both leaders and individual contributors. As leaders, they are team champions, decision-makers, and coaches. They are the primary point of contact for business stakeholders and are responsible for driving a shared vision both within the team and across partners. As an individual contributor, Coforma Product Managers are responsible for analyzing, defining, documenting, prioritizing, testing, and iterating on functional requirements. They collaborate with partners in research, design, engineering, project management, and account management to deliver iterative value to both the user and the business.

$147,290 to $165,830 Annual Salary + Benefits + Growth Potential
Placement within this range will be based on the competency level of the candidate. An offer will be made at one of the following tiers:

Tier 1: $147,290 — Meets minimum qualification/experience requirements. Beyond onboarding, will need additional guidance and training to perform key responsibilities of the role.
Tier 2: $156,560 — Experienced and fully-competent. Beyond onboarding, can independently perform key responsibilities of the role.
Tier 3: $165,830 — Highly experienced and can perform all responsibilities of the role at a higher level than expected once onboarding is completed.

To honor our company-wide equitable pay system, the posted salary range and corresponding tier salaries are non-negotiable.

What You'll Do (Responsibilities)

    • Define and lead the product vision for a large-scale public-sector system modernization, transitioning from a legacy platform to a secure, scalable, and user-centered digital solution
    • Own the long-term product roadmap and strategy, ensuring alignment with regulatory objectives, user needs, and internal stakeholder priorities
    • Present product development progress, milestones, metrics, and roadmap to both project stakeholders and executives, ensuring transparency, informed decision making, and stakeholder alignment
    • Measure and optimize product performance, leveraging metrics, usability feedback, and stakeholder input to guide continuous improvement
    • Manage backlog and roadmap execution, ensuring features are prioritized based on compliance requirements, user research, technical feasibility, and business value
    • Define and refine low-level requirements by working hands-on with cross-functional teams to translate policy, reporting, and operational needs into user stories, acceptance criteria, and technical specifications
    • Personally contribute to execution—writing stories, clarifying business rules, testing functionality, and shaping product decisions alongside the team; this is not just a delegating role, the Senior Product Manager is expected to do the work when needed to maintain momentum and clarity
    • Ensure compliance-aligned product delivery by participating actively in planning, backlog grooming, and execution decision making
    • Oversee 3–4 Agile Scrum teams, leading cross-functional collaboration across engineering, human-centered design, platform infrastructure, QA, and policy experts within a scaled agile framework
    • Collaborate with agile leadership, including a Release Train Engineer (RTE), to lead program increment planning, backlog grooming, and team synchronization ceremonies
    • Balance high-level strategic planning with a willingness to dive into the details
    • Drive stakeholder alignment across the ecosystem, engaging multiple departments and leadership tiers within a large federal agency to build consensus, balance competing priorities, and ensure transparency and shared ownership of product decisions
    • Coordinate delivery across multiple subcontracting partners, aligning planning, execution, and communication within an integrated program delivery structure
    • Promote delivery excellence, embedding accessibility, security, automation, and documentation into all stages of product development

Who You Are (Requirements)

    • 7+ years of product management experience, with a proven track record leading digital products and modernization efforts (public sector experience is a plus)
    • Experience leading multiple Agile Scrum teams in a scaled agile environment (e.g., SAFe or similar frameworks)
    • Strong communicator with the ability to collaborate across technical, non-technical, policy, and stakeholder groups
    • Ability to understand and communicate the big picture while confidently navigating and explaining detailed requirements, processes, or technical elements when needed
    • Skilled at translating complex business and policy requirements into technical roadmaps, particularly in the Medicaid or healthcare-related domains
    • Deep knowledge of agile product practices, backlog management, and iterative delivery in regulated environments
    • Proven ability to manage distributed teams and subcontractors with coordination and accountability
    • Familiar with DevSecOps, CI/CD, and infrastructure-as-code practices supporting digital delivery
    • Understanding of accessibility and compliance standards, including Section 508 and WCAG 2.1
    • Full-time resident of the contiguous United States (must be legally authorized to work in the United States now and in the future without sponsorship)
    • Able to pass a Public Trust background check (additional security clearance may be required based on project needs)

    • Internet: Will prioritize and maintain access to strong, reliable internet for the remote nature of our work, except when on vacation or holiday.
