Position Overview
This role is intended to provide a single point of ownership and accountability for state contracts dedicated to Disadvantaged Business Enterprise (DBE) services and support.  As part of our contracts, we provide a wide range of support and training to our DBE clients in the areas of securing government contract work, obtaining DBE certification status, as well as general business systems, processes, and tools related to the construction industry and Department of Transportation (DOT) projects.  This role will oversee contract compliance, product and service quality, contract relationship management, contract renewal responsibility, and growth and expansion opportunities.

What You'll Do

    • Serve as the first and main point of contact for your designated state contracts and form tight, professional relationships with designated state DOT contacts.
    • Develop deep understanding and working knowledge of your assigned state contracts including required deliverables, invoicing and billing process, commitments, and all compliance requirements.
    • Cultivate strong relationships with the DOT contacts of the contracts you own and utilize regular feedback to uplevel products and service.
    • Outline annual plan to deliver required contract terms for each assigned state within require timelines and systems and ensure seamless execution from yourself and your team.
    • Determine needs, schedule, and talent required for the successful delivery of live instruction requirements for your state contracts.  This requirement may be, both in-person and virtually, and on topics related to construction, securing government contracts, and construction business operations (bidding, plan reading, Davis Bacon reporting, basic quick books and business accounting process, RFP writing, contract writing, basic construction business operations and marketing).
    • Regularly review client feedback to uplevel product and service deliverables provided by you and your team for the contracts you serve.  
    • Oversee teams creating needs assessments, business plans, and marketing plans for your respective states and ensure proper quality, volume, and timeliness.
    • Create and execute product and service deliverables for your respective states when required by state volume.
    • Provide answers to questions from DBE customers around obtaining DBE certification, securing government contracts, and construction business operations.
    • Work with leadership regarding new RFP opportunities in the DBE space and provide support and participation as requested for those submissions.
    • Coach and mentor advisors assigned to your state on topics related to DBE certification, DOT construction process, and general business process for contractors to ensure continued high level of support for our DBE clients.
    • Collaborate with marketing team to maintain standards of attendance and participation for each class and drive attendance.
    • Orchestrate live events required for your state contracts and ensure proper resources and logistics are in place for a seamless event.
    • Work closely with leadership and operations manage to improve business margin and operational load through systems and platform optimizations.
    • Complete all end of month reporting and matrix requirements with high level of accuracy for your designated states and submit them through proper process and systems.
    • Complete other designated support projects for DBE clients

What You'll Need to Succeed

    • Bachelors Degree in Business or related field required; applicable experience may be considered in lieu of a degree. 
    • Minimum of three (3) years of experience required in construction industry with detailed knowledge of bidding, plans readying, contract writing, RFP submission and process, and construction safety.  
    • Minimum of three (3) years of experience with government DOT, government contracts, or large-scale public construction projects 
    • Minimum of three (3) years of experience in project/contract management and oversight. 
    • Able to work independently with ownership of classroom and trainings schedules. 
    • Proficient in Microsoft Word, Excel, and PowerPoint is required. 
    • Domestic travel is required with this position of up to 30%.
