Position Overview
The Monitoring, Evaluation Accountability & Learning (MEAL) Specialist for CORE Sudan Response will join a fast paced and dynamic team based in Port Sudan, Khartoum and remotely, supporting emergency and disaster response programs. To date, CORE Sudan is focused on providing multi-purpose cash transfer assistance. This position will work closely with the Program Manager to develop and maintain program tracking and evaluation processes, enhance program quality, accountability, and learning.

ESSENTIAL DUTIES & RESPONSIBILITIES:

    • The MEAL Specialist will be responsible and accountable for the performance of the programmatic monitoring and evaluation systems.  In particular, he/she will:
    • Coordinate all MEAL needs with the Sudan Cash Consortium to ensure harmonized implementation.
    • Design M&E system and observe its use in the field.
    • Design monitoring and evaluation plans based on results of assessment mission.
    • Develop survey tools, data reporting processes, and other tools as requested or identified for program deliverables.
    • Develop key monitoring indicators for new programs and redesign existing
    • M&E systems/indicators as needed.
    • Monitor program performance in meeting established objectives.
    • Support the development of materials that can be used to train local partners and community-based organizations in best practice M&E techniques.
    • Oversee the creation of regular monitoring reports and program monitoring and evaluation reports for submission to Program Manager.
    • Develop and maintain a program database for data management and analysis.
    • Support the development and review of baseline/endline assessments and PDMs to inform program impact.
    • Support the development of best practice papers and lessons learned reports to ensure innovations are documented and integrated into future programs.
    • Provide insight and guidance on program design from a monitoring and reporting perspective.
    • Support the development and implementation of accountability mechanisms to address beneficiary feedback and concerns.
    • Coordinate regular area wide program reporting with the Director of Program Data and team.
    • Conduct field visits to program implementation sites to assess program implementation, if required.

    • Program Management 
    • Oversee program startup and ongoing program MEAL  management and administration
    • Through M&E tools ensure that program implementation is responsive to communities and partners and consistent with CORE’s relevant program guidelines, principles, values, quality standards and strategic plan.
    • Through M&E tools ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
    • Through M&E tools integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
    • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.

    • Influence $ Representation
    • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
    • Communicate effectively to ensure overall project targets and donor obligations are met.
    • Ensure compliance with donor regulations, reporting requirements, and CORE standards.

    • Security
    • Ensure compliance with security procedures and policies as determined by country leadership.
    • Proactively ensure that team members operate in a secure environment and are aware of policies.
    • Represent CORE at selected community events

    • Other duties as assigned

Scope and Travel:

    • Travel within Sudan for community events and partner meetings.
    • Potential regional travel outside Sudan.

Qualifications:

    • Essential: Bachelor’s degree in economics, statistics, international development or related field.
    • Desired: Master’s degree in economics, statistics, international development, or related field

Experience:

    • Minimum 3-5 years in MEAL programming, preferably in the public or non-profit sector
    • Demonstrated experience in the monitoring and evaluation of programs
    • Familiarity with community-based organizations
    • Demonstrated experience working with diverse populations
    • Experience with quantitative and qualitative methods.
    • Proven experience in conducting data analysis and report writing.
    • Experience in emergency context is an advantage.

$1,500 - $1,500 a month
