The Cash Transfer Program Officer is responsible for the implementation of all CVA related activities including the development of a strategy document. Through the leadership and support of the Program Manager, S/he/they will plan and supervise all CVA activities, liaise with the community and local civil society and government stakeholders. The CVA Officer will attend all CWG related local level coordination meetings and provide a regular update to the Program Manager. S/he/they will be the focal point for all CVA and CWG programming and will work closely with other sector leads.
ESSENTIAL JOB RESPONSIBILITIES:
- Strategy and Vision
- Oversee the implementation of Cash Program Interventions in his/her/their respective location.
- Contribute to all CVA - related fieldwork including community mobilization of program participants, participant identification/registration, distributions and monitoring.
- Ensure beneficiaries are targeted in age, gender and disability inclusive manner and in accordance with vulnerability and other criteria across different Cash related interventions.
- Coordinate payment procedures, including documentation in standard operating procedure, and reporting to ensure accountability to program participants, donors and the organization.
- Contribute to the development of strategy, activity work plans, procurement plan and program updates/reports.
- Contribute to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the other program staff.
- Work with the Program Manager to prepare monthly cash requirement forecast for program activities.
- Provide information on activities as requested by the Program Manager, Sudan
- Support program reporting, and monitoring and evaluation systems (to track, analyze and report on results) for both internal and external use
- Integrate community-led approaches, protection mainstreaming, gender mainstreaming and gender responsive approaches and outcomesand capacity strengthening of partners and communities into all activities as appropriate
- Ensure program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained
- Adhere to all CORE policies related to security, operations and transport/ logistics information related to programming.
- Provide weekly field reports, capturing activities progress, lessons learned and programmatic and operational recommendations, success stories on the program
- Coordinate with CORE Security focal point and Program Manager and support prevention and mitigation of threats to CORE staff and activities.
- Conduct himself/herself/themselves both professionally and personally in such a manner as to bring credit to CORE and to not jeopardize its humanitarian mission.

- Oversee program startup and ongoing program management and administration and program closure
- Ensure that program implementation is responsive to communities and partners and consistent with best practice humanitarian standards and CORE’s relevant program guidelines, principles, values, quality standards and strategic plan.
- Ensure that program participants are effectively and ethically targeted and registered for assistance according to established vulnerability criteria.
- Develop program implementation strategies, including partnership frameworks, program participant targeting approaches and distribution process as well as psychosocial and capacity building of partners.
- Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
- Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
- Ensure compliance with donor and CORE regulations related to emergency programming.
- Under the guidance of the Program Manager work closely with the implementing partners to ensure high-quality programming and on-time program delivery
- Ensure the on-time reporting and other program documentation including financial reports submitted with high standards by the implementing partners Under the direction of the Program Manager develop capacity strengthening plan for partners
- Under the direction of the Program Manager lead the joint monitoring visit with the implementing partners and capture the lessons learned from the partnership works.
- In close coordination with the Program Manager to document the journey of partnership work.
- Initiate and maintain collaboration and networks with diverse partners including local civil societies, strategic partners, and coalitions.
- Maintain daily management (on-time delivery and program quality) of working with the local implementing partners.Identify, build and manage collaborative partnerships with affected communities, consortium partners, actors within coordination mechanisms and communities of practice, sub-grantees, donors, local governments and other stakeholders in accordance with the country strategic plan.
- Communicate effectively to ensure overall project targets and donor obligations are met.
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.

Scope and Travel:
- Travel within Sudan for community events and partner meetings.
- Potential regional travel outside Sudan.
Qualifications:
- Essential: Bachelor’s degree in economics or related field.
- Desired: Master’s degree in economics or related field
- Completion of key Cash Learning Partnership (CALP) Network courses including but not limited to CVA Fundamentals, CORE CVA Skills for Program Staff, and Market Analysis
Experience:
- Minimum 3-5 years in CVA programming, preferably in the public or non-profit sector
- Demonstrated experience in the management of CVA programs
- Demonstrated experience planning and implementing institutional-donor (i.e. USAID/BHA) funded CVA programming
- Familiarity with locally-led cash and strengthening the capacity of community-based organizations
- Demonstrated experience working with diverse populations

- Proficient in MS Office applications

- Bilingual in English and Arabic is essential
$1,500 - $1,500 a month
This is a 10 month assignment.
