About the Chief Digital and Artificial Intelligence Office 


The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization – the CDAO! The CDAO is established to enable the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.

The Business Analytics Directorate is responsible for enterprise capabilities and services to support data management, analytics, artificial intelligence/machine learning, and ultimately data-driven decision advantage to DoD. The Lead Management & Program Analyst will be responsible for overseeing an operational data team within a command structure, ensuring their activities align with strategic objectives and facilitating efficient project management. The incumbent will act as a liaison between various stakeholders and leadership, ensuring smooth coordination and integration of data-enabled capabilities within the command structure.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. This position sits onsite in Colorado Springs, CO. The pay grade for this role is GG-0343-15.

This role will close for submissions on April 23rd, 2024.

Qualifying Experience:

    • One year of specialized experience equivalent to the GS-14 grade level or above in the Federal service (experience may have been gained in the private sector) that demonstrates your ability leading efforts to strengthen data management and analytics, providing oversight over the opportunities, threats, capabilities, and gaps related to managing data as a strategic asset; developing and presenting materials explaining data capabilities.

What you'll do here:

    • Manages an operational data team embedded in an operational command, ensuring an integrated, rapid, and impactful approach to capability delivery. Ensures contract support activities are aligned to CDAO and AI and Data Accelerator (ADA) objectives.  Manages special projects as assigned by leadership.
    • Develops and executes plans of action and milestones for ADA data team activities, including associated engagements, manning, and product delivery at the Combatant Command.  
    • Implements a product-management approach that enables agile development and rapid delivery of data-enabled capabilities.  This will include alignment of development activities across ADA components, ensuring appropriate CDAO oversight and integration. 
    • Serves as liaison between ADA effort and combatant command leaders and provides coordination among all stakeholders within the combatant command.
    • Coordinates with ADA data teams at other locations. Ensure relevant stakeholders are informed and engaged in the driving successful outcomes, sharing lessons learned, and shaping future requirements.  
    •  Working with the Combatant Command CDO, educates and leads efforts to strengthen data management, improve data fluency, and drive a data-centric culture across the organization.  
    •  Works with Command leadership to drive understanding and implementation of good data stewardship policy along with CDO to work toward establishing an enduring foundation of personnel and command support, for continued sustainment of the digital capabilities developed.   
    •  Develop and present materials to explain enterprise data capabilities and ADA activities to leaders across both the CDAO and combatant command echelons.  
    •  Engagement in relevant governance bodies for ADA, Joint All Domain operations, enterprise data management, and other venues to endure ADA insights are disseminated rapidly to appropriate responsible organizations within the supporting COCOM.
    • Performs other duties as assigned.
