SAF/SQ - Acquisition Program Analyst (SME)

Delta Solutions and Strategies is seeking an Acquisition Program Analyst (SME) to potentially join our team in Washington DC. This position supports SAF/SQ which is responsible for acquisition policy, direction and management of a $28 billion annual budget of Space Force research and development, test, production and modernization programs. Guides 7,000 worldwide acquisition personnel in the management of over 60 major acquisition programs in mission areas including Satellite Communications; Space Launch; Position, Navigation, and Timing; Missile Warning; Remote Sensing; Space Domain Awareness; Offensive and Defensive Space Control; and Space Command and Control.

***This position is contingent upon contract award and is expected to begin July 2023***

What you'll be doing:

    • Provides strategic advice, technical guidance and expertise to program and project staff; Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions
    • Support HAF budget preparation and defense, SAE oversight and decision-making activities, PEO program execution and oversight efforts of space systems
    • Maintain and analyze planning, scheduling, and management data
    • Study, analyze, and provide recommendations on requirements, space acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution
    • Provide impartial assessments of approaching milestone decisions and of prime Contractor technical and operational issues on programs within the oversight of SAF/SQ
    • Research and analyze program trends, identifying issues, and recommending solutions
    • Make recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction
    • Track for compliance with stated program direction and identify issues
    • Identify and research programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules
    • Review and provide recommendations on existing and proposed Air Force space acquisition and capability area policies and implementation
    • Review and evaluate the impact of national, DoD, JCS, and civil government policies and activities that affect Air Force acquisition programs and capability areas
    • Maintain historical Air Force space program documentation and develop summary documents/briefings and training material
    • Provide short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, MAJCOM, coalition, and international activities
    • Prepare PPBE documentation to ensure they accurately articulate the current program requirements using IDECS database
    • Monitor and report Program Obligations and Expenditures using CRIS database
    • Monitor and report program spend plans and status using Executive Comprehensive Cost and Requirement System (CCARS) database
    • Monitor and report Available and Planned Program Funding using ABIDES database
    • Support the HAF review process - AFROCs, JWCAs, DABs, Congressional cycle, ASPs, AFRBs, CSBs, GAO reports, etc
    • Perform the Secretariat function for ASPs, AFRBs, and CSBs
    • Review and document MDR and FOIA requests
    • Review capability area analysis and compare current and programmed capabilities/scenarios to determine and clarify Air Force space system acquisition requirements
    • Monitor on-going studies, analyses, and developmental work relevant to space systems
    • Support program-specific efforts like CONOPS development, CDD, CPD, IER, and requirements working groups

What you'll need:

    • No educational requirements
    • SMEs do not have specific experience/education qualifications but are typically identified as recognized Industry leaders for a given area of expertise.
    • Master’s degree in a Business or Engineering discipline
    • 15+ years of acquisition or operational space experience
    • TS/SCI Security Clearance
