Delta Solutions and Strategies is seeking an Acquisition Program Analyst (Journeyman) to potentially join our team in Washington DC. This position supports SAF/AQX which provides expert advice and integrated acquisition positions to the Service Acquisition Executive (SAE), AF leadership, PEOs and Program Managers (PMs) on planning, programming, budgeting, execution, and acquisition oversight/reporting for AF acquisition programs. Serves as the SAF/AQ focal point for urgent needs, requirements, program integration, Earned Value Management, affordability, business tool, policy, and acquisition reform initiatives.

This position supports oversight activities on acquisition programs throughout the DAF enterprise, assisting with Senior-level decisions, and the management of regulatory and statutory directed milestone reviews.

***This position is contingent upon contract award and is expected to begin July 2023***

What you'll be doing:

    • Typically performs all functional duties independently
    • Support HAF SAE oversight and decision-making activities, PEO program execution and oversight efforts, development, and implementation of acquisition reform efforts.
    • Study, analyze, and provide recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution
    • Provide impartial assessments of programs approaching milestone decisions and of prime Contractor technical and operational issues on programs within the oversight of SAF/AQX
    • Research and analyze program trends, identifying issues, and recommending solutions
    • Make recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction
    • Track for compliance with stated program direction and identifying issues
    • Identify changes in program direction and assess impacts
    • Monitor the implementation and effectiveness of acquisition management changes directed on AF acquisition programs
    • Monitor OSD, Air Force, and other Service’s activities and assess their impact on AF acquisition programs
    • Support the HAF review process to include the AFROCs, DABs, Congressional cycle, ASPs, AFRBs, CSBs, GAO reports, etc
    • Perform the Secretariat function for ASPs, AFRBs, and CSBs
    • Support program-specific strategy development, analysis, and planning for all phases of a program’s life cycle (such as phase transitions from technology development), through system development, production, fielding, modification, and sustainment
    • Maintain and analyze planning, scheduling, and management data
    • Identify and research programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules
    • Advise and support program report process at both HAF and DoD level
    • Review and evaluate the impact of national, DoD, JCS, and civil government policies that affect Air Force acquisition programs and capability areas
    • Support the AF development of responses to Warfighter Urgent Needs and their implementation
    • Provide advice and status reports to leadership on a regular basis

What you'll need:

    • BA/BS; 6 years relevant work experience may be substituted for a BA/BS degree. Associate degree plus 4 years relevant work experience may be substituted for a BA/BS degree.
    • Years of experience: 3-10
    • Relevant DAF or DoD experience in acquisition-coded (ie, 1101, 1102, 6C0XX, 60C0, 63XX, 64XX, etc) positions required
    • Secret Security Clearance
