Delta Solutions and Strategies is seeking a Portfolio Requirements Analysis SME at Los Angeles AFB, CA. In support of USSPACECOM J8, current/component operations, space innovation and integration, the analyst will support USSPACECOM and Space Systems Command (SSC) joint efforts, assist with the development of program advocacy and POM strategies, and brief senior leadership through corporate processes.

What you will be doing:

    • Providing USSPACECOM personnel with technical expertise and recommendations in the analysis of the financial aspects of programs through their life cycles by analyzing budget models based on actual performance, previous budget figures, estimated costs and other factors. 
    • Supporting advocacy efforts on behalf of USSPACECOM and SSC, to include, but not limited to congressional products, issue papers, Joint Urgent Operational Needs (JUON) assessments, Joint Emergent Operational Needs (JEON) assessments, and cross command (both combatant command and inter-organizational command) engagements. 
    • Recommending processes and changes to existing structures to ensure sound PPBE management best practices to accommodate the ability to escalate and resolve issues, identification of stakeholders and associated responsibilities, strategic communications plan, cross-functional coordination, and process automation.

What you will need:

    • Experience in initiating, developing, and shaping Government specified content for USSPACECOM J8, especially in regard to capability development
    • Planning, Programming, Budgeting, and Execution (PPBE) expertise
    • Experience in providing strategic advice, technical guidance, analysis and recommendations for mission and program challenges.
    • The skills and space domain knowledge to perform tasks quickly and accurately without supervision or assistance.
    • Self-motivation and self-starter skills necessary to represent and advocate J8 equities at Space Systems Command
    • Experience and understanding of the Joint Capabilities Integration and Development System (JCIDS) cycle and command integrated priorities. This includes the Initial Capabilities Documents, Capabilities Based Assessments (CBA), DOTMLPF Change Recommendations, Joint Urgent/Emergent Operational Needs, and similar
    • Bachelor’s or Master’s degree preferred
    • TS/SCI clearance required

In compliance with California Equal Pay for Equal Work Act, the salary range for this position is $200,000-220,000. Please note that the salary information is a general guideline only.
