Delta Solutions and Strategies is seeking a Subject Matter Expert to provide Military Information Support Operations – MISO – Planning support at Headquarters, US Space Command. In support of USSPACECOM J3X, the MISO Planner provides organize, train & equip (OT&E) and operational planning to support and protect space operations, influence relevant actor perceptions, behavior, action or inaction, and human and automated decision making in and through the information environment.  

These are high ops tempo positions that will include operational MISO planning, analysis, and execution as well as exercise support.  SMEs can expect to perform occasional shift work to support exercises and operations.  MISO Planners can also expect to support the Information Operations Working Group and related working groups to conduct ongoing planning, execution, synchronization, and integration of deception activities with appropriate USSPACECOM Directorates and components, CJCS Directorates, interagency partners, and other Combatant Commands.

What you will be doing:

    • Conduct real-world ongoing MISO planning, execution, synchronization and integration by collaborating with appropriate USSPACECOM Directorates and components, CJCS Directorates, interagency partners, and CCMDs. Track and integrate IO planning and policy considerations into component, joint, and combined exercises; execute functional responsibilities for real-world and exercise events.
    • Participate in military decision-making processes (i.e., JOPP, MDMP, etc.)
    • Develop MISO plans and gains authorities aligned to Department of Defense political and military objectives.
    • Collaborate, resource, integrate MISO operations, activities and investments (OAIs) with appropriate CJCS directorates, Services, Interagency, CCMDs and components.
    • At the direction and oversight of the Government/ Military lead, produce, coordinate, and action requirements with relevant USSPACECOM and CJCS directorates to establish, fund, execute, oversee and manage USSPACECOM MISO programs. 
    • Track and enter assessments of operations, activities and investments (OAIs) into the Department of Defense (DoD) Command and Control of the Information Environment (C2IE) platform.
    • Coordinate through emails, meetings, working groups, and operational planning teams (OPTs) the planning and execution of MISO with CJCS, CCMDs, USSPACECOM directorates, component commands, interagency and commercial partners on all phases of the joint targeting cycle as applicable.
    • Participate in up to three major exercises a year which may include support to 24/7 operations.  This may also extend to support of real-world events.
    • As directed, coordinate and conduct sentiment analysis of the information environment.  Analyze disinformation, misinformation and other propaganda and their impacts to USSPACECOM MISO efforts.

What you will need:

    • MISO-specific training to include the Joint PsyOp (PO) Qualification Course.  Expert understanding and practical experience in how to influence relevant actor perceptions, behavior, action or inaction, and human and automated decision making in and through the information environment.
    • Excellent understanding of MISO Series creation, MISO 7-step process, and Target Avoidance Analysis. 
    • Ability to fuse publicly available information with intelligence information from multiple disciplines including HUMINT, SIGINT, IMINT and other disciplines.
    • Experience in providing strategic advice, technical guidance, analysis and recommendations for mission and program challenges. Has the specific skills, knowledge, and comprehension to perform all task functions quickly and accurately without supervision or assistance.
    • JMPE I and II desired.  Military Deception training such as (but not limited to) MilDec Theater Operations Course (MDTOC) and MilDec Planners Course (MDPC), Joint Information Planners Course (JIPC) desired but not required.
    • BA/BS or MA/MS desired; 12+ years relevant experience and relevant PME in lieu of degree requirements.
    • TS/SCI clearance required with SAP eligibility
In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this position is $110,000-$120,000. Please note that the salary information is a general guideline only.
