Delta Solutions and Strategies is seeking highly skilled and motivated candidate to conduct market research, draft test plans and provide support in the discovery of construction and field technologies associated with the five Science & Technology Objectives (STOs).  This position provides Acquisition Management and Support to Naval Construction Group ONE (NCG-ONE) in Pt Hueneme, CA.  Provides support to N38 Operations Department in drafting Joint Capabilities Integration and Development System (JCIDS) documentation to include Capability Development Document (CDD) and Doctrine, Organization, Training, material, Leadership and Education, Personnel, Facilities and Policy (DOTmLPF-P) Change Recommendation (DCR) development and statement of needs documentation.  This is in support of helping to technically articulate the government’s requirements, supporting Expeditionary Warfare Improvement Program and Program Objective Memorandum (EXWIP/POM) with data analysis and data compilation and engaging with proposes technology solutions for Naval Construction Group ONE (NCG-ONE) and Naval Construction Group TWO (NCG-TWO).

What you will be doing:

    • Review and analyze Office of the Chief of Naval Operations (OPNAV) and Navy Expeditionary Combat Command (NECC) integrated priority lists (IPLs), STOs, and war fighter’s needs to understand what technologies are in use at NCF/EXWC to avoid duplications in the contractors’ technology research. 
    • Create and maintain a portfolio of technologies researched to ensure future duplications are avoided.  Any Tactics Techniques and Procedures (TTP) lessons learned during testing shall also be recorded. 
    • Conduct market research to both online and in the field to discover technologies, which would enhance any Science, and Technologies Objectives (STOs).  Review and provide input(s) Procurement Characteristics Input Sheet (PCIS) in support of acquisition of Commercial off the Shelf (COTS) products which demonstrate potential to fill in military construction capability gaps.
    • Draft Test Evaluation Master Plan(s) (TEMP) and post-testing reports.  Test plans shall be drafted and provided for approval and act as a draft plan for NCF/EXWC to test technologies discovered by the contractor during market research. Test plans will provide the government with an overview on how to test discovered technologies, as they would be conducted by the warfighter.  The post-test reports shall document results and quantify information so the government may determine whether the technology is worth pursuing. 
    • Support EXWC and NCF with field testing activities of materiel solutions in accordance with test plans and files. Coordinate with industry to schedule technology testing for the government.
    • Support requirement writer in development of CDD/DCR according to the JCIDS Manual
    • Coordinate all efforts for NCG-ONE and NCG-TWO with regards to technology insertion and liaison support between EXWC and supporting agencies.
    • Generate and maintain spreadsheets and/or databases to document and organize technology discovered that would be potentially beneficial to the NCF.
    • Communicate results and contractor recommendations verbally and in writing to higher organizations.
    • Develop and maintain a list of government prioritized documents broken out by CDD/DCR and Top Level Requirements (TLR) documents.
    • Provide updates for NECC technology reviews, EXWIP/POM slide updates, and EXWC meeting notes.
    • Regularly attend, take notes, collect data and collaborate with the government during technology reviews and meetings.
    • Utilize research and analysis documentation generated under all tasks above to assist the N8 department in the preparation and submission of the EXWIP POM requirements. 

What you will need:

    • At minimum a bachelor’s degree.
    • Minimum of 10 years in the Construction or Engineering fields.
    • 5 years of experience with NECC is desired, specifically NCF, force operating and planning concepts and NCF technology STOs.
    • 5 years of experience performing analysis and developing Joint Capabilities Integration and Development System (JCIDS) documents for Departments of the Navy/Marines, Army or Air Force.
    • 5 years of experience in development of threshold and objective-level metrics to support Key Performance Parameters (KPP), Key System Attributes (KSA) and Additional Performance Attributes (APA).
    • Experience with Naval Force Construction Operations Training Guide is strongly desired.
    • Skills in typing/keyboarding, organizing, and Microsoft Office Professional applications including Word, Excel, PowerPoint, and other applicable programs.
    • Have knowledge of basic concepts and formats of Navy correspondence.
    • Have the ability to communicate orally and in writing.
    • Have the ability to multi task and give special attention to detailed work.
    • Candidates must possess at minimum an interim Secret Clearance based on favorable local records or National Agency Check with Local Agency Check and Credit Check (NACLC) per DODINST 5220.22M, before beginning work on-site and submission of investigative documentation prior to assumption of duty.

In compliance with California’s Equal Pay for Equal Work Act, the salary range for this position is $105,000-$110,000. Please note that the salary information is a general guideline only.
