Delta Solutions and Strategies is seeking an Acquisition Program Analyst (Integration) (Senior) to potentially join our team in Washington DC. This position supports SAF/AQC which is the Air Force’s lead contracting representative on the Air Staff responsible for developing and executing innovative business strategies and cost-effective contracting solutions to enable the global Air Force mission.

***This position is contingent upon contract award and is expected to begin July 2023***

What you'll be doing:

    • Typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job
    • Support HAF budget preparation and defense, SAE oversight, decision-making activities
    • Support the HAF review process: Air Force Requirements Oversight Council (AFROCs), Joint Warfighting Capabilities Assessment (JWCAs), Defense Acquisition Boards (DABs), Congressional cycle, Acquisition Strategy Panels (ASPs), Air Force Review Board (AFRBs), Configuration Steering Board (CSB), Government Accountability Office (GAO) reports, etc
    • Use knowledge of CON-IT, ConWrite, and ACPS systems and their linkages to other business systems to help identify upcoming requirements and make recommendations in support of ongoing projects and initiatives
    • Provide short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, and MAJCOM
    • Prepare Planning, Programming, Budgeting and Execution (PPBE) documentation to ensure they accurately articulate the SAF/AQC associated programs
    • Maintain, analyze, plan, schedule, and management of AQC funding data
    • Study, analyze, and provide recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution
    • Provide impartial assessments of approaching milestone decisions and of prime Contractor technical and operational issues on programs within the oversight of SAF/AQC
    • Research and analyze program trends, identifying issues, and recommending solutions
    • Make recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction
    • Track compliance with stated program direction and identifying issues
    • Identify and research programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules
    • Generate PowerPoint slides to ensure understanding of pertinent briefing topics at various levels of leadership and conducting briefing reviews of slides with AQCI
    • Review and evaluate the impact of national, DoD, Joint Chiefs of Staff (JCS), and civil government policies and activities that affect Air Force acquisition programs and capability areas
    • Maintain historical Air Force AQC program documentation and develop summary documents/briefings and training material
    • Monitor on-going studies, analyses, and developmental work relevant to AQC related systems
    • Review and provide data to assist in preparation for legislative hearings, program documentation, briefing packages and read-aheads, Congressional staffer visits, and other events to ensure an integrated and consistent Air Force position in response to Congressional questions, issues, and requests for information on assigned program/portfolio

What you'll need:

    • MA/MS; 12 years relevant work experience may be substituted for a MA/MS degree. BA/BS degree plus 8 years relevant work experience may be substituted for a MA/MS degree.
    • Years of experience: >10
    • Acquisition experience in a System Program Office and/or HAF (or equivalent level DoD Service staff) preferred
    • The Contractor support shall be primarily for Contracting Business Systems (AQCI) e-business support as well as other AQC non-e-business initiatives
    • Personnel in this position shall understand e-business systems, financial systems (Defense Enterprise Accounting and Management System and Enterprise Resource Planning systems), and contracting systems (CON-IT, ConWrite, ACPS)
