Delta Solutions and Strategies is seeking an Acquisition Program Analyst (Air Force Research Lab (AFRL)) (Senior) to potentially join our team in Washington DC. This position supports SAF/AQR which serves as the Air Force S&T Executive, Air Force Acquisition Chief Engineer and Technical Authority, the Air Force Corrosion Control and Prevention Executive, Air Force Standardization Executive, and functional manager for the S&E career field. Develops and implements plans, policies, and procedures for Air Force S&T, laboratory management, technology transition (to include Joint Capability Technology Demonstrations (JCTD)), Technology Cooperation Program, technology transfer, development planning (DP), and experimentation.
This position serves as a legislative consultant to SAF/AQR on how to communicate with Congress in the most effective method to ensure Congress understands the importance of critical game-changing technologies, increasing the likelihood of adequate and timely funding for research efforts in support of warfighter needs.
***This position is contingent upon contract award and is expected to begin July 2023***
What you'll be doing:
- Typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job
- Provide Investment and Strategic Partnership Oversight. Provide support on strategic communication and pathfinder areas as well as support to overall AFRL action items/taskers as directed
- Provide guidance and oversight on the strategic objectives of this program on behalf of the Air Force Senior Acquisition Executive (SAE)
- Track, understand and assist with understanding of AF policy, directives & instructions and maintain a digital repository of key documents for reference in assisting staff
- Advise and assist the AQR staff as they work to increase understanding of and support for AFRL within Senior leadership & Staffs
- Support on strategic communications, congressional requests, and requests from senior leadership throughout the AF and DoD
- Provide support for policy and legislative change actions
- Identify/analyze AFRL internal/external communications requirements/ processes to solidify the information needs of SAF/AQ and its internal/external stakeholders
- Maintain regular exchange/communications with AFRL, on strategic relationships, such as manufacturing
- Support HAF budget preparation and defense, SAE oversight and decision-making activities, PEO program execution and oversight efforts of aircraft and spacecraft platforms and may be required to work independently
- Study, analyze, and provide recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution
- Track compliance with stated program direction and identifying issues
- Identify and research programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules
- Provide short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, MAJCOM, NATO, coalition, or bi-lateral activities
- Prepare PPBE documentation to ensure they accurately articulate the current program
- Support the HAF review process - AFROCs, JWCAs, DABs, Congressional cycle, ASPs, AFRBs, CSBs, GAO reports, etc
- Review and provide data to assist in preparation for legislative hearings, program documentation, briefing packages and read-aheads, Congressional staffer visits, and other events to ensure an integrated and consistent Air Force position in response to Congressional questions, issues, and requests for information on assigned program/portfolio
- Handle confidential and classified (Secret/TS-SCI) information, correspondence, and communications
What you'll need:
- MA/MS; 12 years relevant work experience may be substituted for a MA/MS degree. BA/BS degree plus 8 years relevant work experience may be substituted for a MA/MS degree.
- Years of experience: >10
- Relevant acquisition experience in a System Program Office and/or HAF required
- Experience in the DoD acquisition lifecycle, acquisition strategies, documents, and processes are highly desired
- TS/SCI Security Clearance
