Delta Solutions & Strategies is seeking a Senior SPPBE Analyst to support the Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) processes for the United States Space Force. Applying military space operations expertise to develop, interpret, to provide planning, programming, and budget guidance, to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable within fiscal constraints for major space mission and operational plans.

What you will be doing:

    • The Senior SPPBE analyst will coordinate with multi-disciplinary teams and conduct mission level analysis in support of the Strategy, Planning, Programming, Budgeting, and Execution (PPBE) processes for the United States Space Force.  
    • Implements new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Space Force mission and operational plans. Analyze the effect of high- level decisions (e.g., Joint Chiefs of Staff), on overall processes, developing changes in areas where necessary and preparing justification rationales to support the changes.  
    • Prepares and presents high-level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Prepare reports, responses, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Coordinates working groups, OSD, sister services, USSF functionals, and field unit representatives to discuss/resolve issues of common interest. Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Space Force actions. 
    • In coordination with the service stakeholders, the analyst will make planning and programming recommendations based on analysis of various budget influencing factors like DoD strategy, joint and service requirements, and commander priorities. 
    • The Analyst will work as part of a broader team of government and contract staff.

What you will need:

    • High motivation to provide decision-quality information and recommendations to senior leaders 
    • Ability to communicate effectively across multi-functional teams 
    • Strong quantitative and analytic abilities and critical thinking to integrate and analyze data 
    • Familiarity with funding appropriation codes, technology readiness levels, and space operations 
    • Ability to coordinate with senior managers and decision makers to identify and solve a variety of problems and to clarify management objectiveswith regard to programming, planning and budgeting. 
    • In-depth experience with the space force missions and operations is highly desired. 
    • Experience in campaign-level and mission-level modeling is highly desired. 
    • Experience with planning or programming functions is highly desired. 

Preferred Skills

    • Executive briefing skills
    • Ability to interface with PBES or other budgeting system data bases.
    • Knowledge of commercial, intelligence community and international partner space capabilities / contributions

Required Experience:

    • 15 years of experience and a Master's degree.
    • Experience conducting mission level analysis in support of the Planning, Programming, Budgeting, and Execution (PPBE) and/or strategic planning processes.
    • HHQ staff experience (HAF/SAF, former AFSPC or OSD).
    • An active Top-Secret clearance, with the eligibility for TS/SCI clearance.

Preferred Experience:

    • Experience with planning, programming and/or requirements writing / analysis.
    • Experience with Program Objective Memorandum (POM) development and Program Budget Review (PBR) cycles.
    • Program Element Monitor experience.
    • Experience with Space Force missions and operations is highly desired.
