Delta Solutions and Strategies is seeking an Acquisition Program Analyst (Journeyman) to potentially join our team in Washington DC. This position supports SAF/SQ which is responsible for acquisition policy, direction and management of a $28 billion annual budget of Space Force research and development, test, production and modernization programs. Guides 7,000 worldwide acquisition personnel in the management of over 60 major acquisition programs in mission areas including Satellite Communications; Space Launch; Position, Navigation, and Timing; Missile Warning; Remote Sensing; Space Domain Awareness; Offensive and Defensive Space Control; and Space Command and Control.
This position supports the Execution branch within the SQXE division.

What you'll be doing:
- Typically performs all functional duties independently
- Support HAF budget preparation and defense, SAE oversight and decision-making activities, PEO program execution and oversight efforts of space systems
- Maintain and analyze planning, scheduling, and management data
- Review, analyze, and provide recommendations on requirements, space acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution
- Provide impartial assessments of approaching milestone decisions and of prime Contractor technical and operational issues on programs within the oversight of SAF/SQ
- Research and analyze program trends, identifying issues, developing courses of action, and recommending solutions
- Make recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction
- Track for compliance with stated program direction and identify issues
- Identify and research programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules
- Review and provide recommendations on existing and proposed DAF space acquisition and capability area policies and implementation
- Review and evaluate the impact of national, DoD, JCS, and civil government policies and activities that affect DAF acquisition programs and capability areas
- Maintain historical DAF space program documentation and developing summary documents/briefings and training material
- Provide short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OMB, OSD Staff, Joint Staff, HQ USSAF, Field Command (FLDCOM), coalition, commercial, and international activities
- Prepare PPBE documentation to ensure it accurately articulate the current program requirements using IDECS database
- Monitor and report Program Obligations and Expenditures using CRIS and DFAS databases
- Monitor, analyze, and report program spend plans and status using Executive CCARS database
- Monitor, analyze, and report Available and Planned program budget and funding to support build of the Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President’s Budget (PB), using PBES database
- Support the DAF (Headquarters AF and SF) Corporate review process, e.g., Space Force Groups, Boards, and Councils, Investment Budget Review Committees, Investment Reviews, etc
- Support SQXP division in the performance of various Secretariat function for ASPs, Milestone reviews, IPRs, and CSBs
- Review and documenting MDR and FOIA requests
- Review capability area analysis and compare current and programmed capabilities/scenarios to determine and clarify DAF space system acquisition requirements
- Monitor on-going studies, analyses, and developmental work relevant to space systems
- Support program-specific acquisition-related efforts like CONOPS, CDD, CPD, IER, and requirements working groups
- Handling classified (Confidential/Secret/TS-SCI) information, correspondence, and communications
What you'll need:
- BA/BS; 6 years relevant work experience may be substituted for a BA/BS degree. Associate degree plus 4 years relevant work experience may be substituted for a BA/BS degree.
- Years of experience: 3-10
- Familiarity with the following software programs: IDECS, PBES, CCARS, and CRIS
- Secret Security Clearance
