Delta Solutions and Strategies is seeking a Legislative Analyst (Senior) to potentially join our team in Washington DC. This position supports SAF/SQ which is responsible for acquisition policy, direction and management of a $28 billion annual budget of Space Force research and development, test, production and modernization programs. Guides 7,000 worldwide acquisition personnel in the management of over 60 major acquisition programs in mission areas including Satellite Communications; Space Launch; Position, Navigation, and Timing; Missile Warning; Remote Sensing; Space Domain Awareness; Offensive and Defensive Space Control; and Space Command and Control.

This position supports SQE.

***This position is contingent upon contract award and is expected to begin July 2023***

What you'll be doing:

    • Typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job
    • Continuously monitor and assess the Congressional climate and mood related to Space Force acquisition and acquisition programs of client interest
    • Identify, research, track, analyze, and report on Congressional issues, activities, reports, and laws that impact or may impact Space Force acquisition or specific acquisition programs
    • Produce summaries and reports covering all Space Force acquisition, acquisition capability areas (including Science and Technology (S&T), and Space Force acquisition specialty capability areas), and individual acquisition programs
    • Monitor, research, and report on key issues pertaining to Authorization and Appropriations processes
    • Research and analyze Congressional inquiries/inserts/appeals, testimony, Posture Position Papers, Appeals, Major Budget Issues, and DoD (IG), CBO, and GAO reports
    • Review and provide data to assist in the preparation for legislative hearings, testimony, program documentation, briefing packages and read-aheads for Congressional staffer visits, formal QFRs, and other events to ensure an integrated and consistent Space Force position in response to Congressional questions, issues, and requests for information
    • Research Congressional transcripts, press releases, public events, documents, and information
    • Provide summaries, analysis and reviews of such transcripts, hearings, events, and Congressional activities
    • Provide educational training and materials on the budget enactment process including staffer days and the congressional process
    • Maintain a legislative database. This database must include funding and language information by committee for Space Force acquisition programs throughout the “mark” process to final passage, legislation to include defense bills and reports, information on key congressional personnel to include their biographical histories and their interest areas, biographical information on key staff, and transcripts on Space Force acquisition-related hearings with member and respondent hearing quotes referenced to programs.
    • Develop methods for gathering information to populate and maintain databases
    • Research and track Congressional report requirements as they are developed by Congress
    • Handle confidential and classified (Secret/TS-SCI) information, correspondence, and communications

What you'll need:

    • MA/MS; 12 years relevant work experience may be substituted for a MA/MS degree. BA/BS degree plus 8 years relevant work experience may be substituted for a MA/MS degree.
