Delta Solutions & Strategies is seeking a Space Component Field Command (C-FLDCOM) headquarters senior program analyst. In this position, you will be applying Space Force experience to manage a broad range of programming duties related to the development of requirements and the formulation of C-FLDCOM inputs to the Space Force’s Program Objective Memorandum (POM) in support of assigned programs and COCOM commanders. Provides expertise in planning, developing, implementing, and directing the annual preparation of the command presentation of United States Space Forces in Europe and United States Space Forces Africa (SPACEFOREUR-AF) expanding Future Years Defense Plan (FYDP) allocation to the Chief of Space Operations and Secretary of the Air Force.

What you will be doing:

    • Applying Space Force experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). Assigned programs relate to the development of COCOM capability gap assessments and the SPACEFOREUR-AF Program Objective Memorandum (POM) in support of the Future Years Defense Plan (FYDP). As the command project officer, analyzes and evaluates substantive program operations, management and organizational effectiveness, efficiency, and productivity. Resolves day-to-day funding and programming issues as they pertain to the execution of the current fiscal year budget and FYDP programming. Identifies and conducts special studies, analyzes and reviews data as necessary to project financial programs and funding requirements. Analyzes budgetary relationships under conditions of short and rapidly changing program and budgetary guidelines and deadlines, and projects and analyzes the potential effects of budgetary and programming options on theater economic, social and political objectives. Combines and consolidates budget estimates of assigned programs into a balanced, multi-year budget document. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization. Analyzes problems discovered in prior studies or actual operations and advises higher levels of management on the feasibility of different approaches which provide a basis for better planning and efficiency of operations and support functions.
    • Documents planning and programming decisions in appropriate formats to meet Space Force and C-FLDCOM requirements. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations. Analyzes problems created by the incompatibility of future programs and initiates corrective action. Relying on available data, searches a variety of sources to select the information appropriate to the task, taking care to verify the relevancy, adequacy, sustainability, attainability, accuracy, and completeness of the information and recommendations. Guidelines require considerable adaptation and/or interpretation for application to issues and problems. Coordinates with appropriate staff offices to ensure that all major areas of concern are covered by planning and programming documents.
    • Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning. Responsible for integrating requirements into the annual fiscal programs, e.g., Program Objective Memorandum (POM) and COCOM Integrated Priority Lists (IPL). Provides support and advice on reprogramming of funds and funding levels due to manpower or other changes.
    • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Develops and prepares a variety of correspondence and other documentation, e.g., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.

What you will need:

    • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as strategic and tactical airlift, deployment, mobilization, exercise, foreign military sales, PPBS, acquisition, or similar operations.
    • Knowledge of Space Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

    • Knowledge of OSD, Federal Budget, and Resource Allocation processes and procedures, to include their relationship to current fiscal year funds execution.
    • Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas.
    • Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
    • Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.

Additional Position Requirements:

    • TS/SCI Security Clearance.
    • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
