Salary Range (Depending on Experience):
Clients’ Rights Advocate 1: $58,383 - $78, 234 annually
Clients’ Rights Advocate 2: $63,063 - $84, 413 annually

DRC works to achieve fairness and justice for people with disabilities through individual and impact litigation, state and federal policy and regulatory advocacy, and community education and training.
Office of Clients’ Rights Advocate (OCRA)
Disability Rights California has entered into a contract with the Department of Developmental Services (DDS), State of California, to provide Clients’ Rights Advocacy services at each of the 21 regional centers located statewide. The Assistant Clients’ Rights Advocate (ACRA) position is funded under the contract with DDS.
PURPOSE OF THE JOB
The Client’s Rights Advocate provides advocacy services to persons with developmental disabilities who are clients of regional centers and to persons who reside in state developmental centers and community facilities. The Client’s Rights Advocate position will be located at or near an office of each regional center. The Client’s Rights Advocate positions are funded under the Department of Developmental Services (DDS) contract.
Essential functions are the job responsibilities an employee must be able to perform, with or without reasonable accommodation. Clients' Rights Advocate essential functions include:
Assist Clients – 55%
- Assist and/or represent clients/families or provide technical advice to client representatives.
- Ensure the rights of clients with developmental disabilities living in restrictive environments are preserved.
- Investigate, facilitate, and report on findings on the resolution of complaints of violation, withholding, or denial of rights made by or on behalf of clients.
- Advise the Regional Center Executive Director on the development and implementation of the Center’s clients’ rights assurance program pursuant to Title 17.
Support – 30%
- Directly supervise one ACRA.
- Generate, monitor and report on intakes containing demographic data and basic information.
- Process requests for Disability Rights California materials and publications.
- Collect data and generate reports on intake files and cases, case review lists, outreach and training report forms, and denial of rights forms.
- Develop and update community referral information.
- Process case opening documents and open case files.
- Prepare evidence packets for use in administrative hearings.
Outreach / Training – 15%
- Develop an outreach plan to serve the developmental disabilities communities.
- Develop and conduct outreach, education, and training for regional center clients and their families, community groups, and others in clients’ rights advocacy.
- Perform other duties as assigned.
Directly supervises one (1) Assistant Clients’ Rights Advocate subordinate in the Office of Clients’ Rights Advocacy (OCRA) department and carries out supervisory responsibilities in accordance with the agency's policies and applicable laws. Responsibilities include interviewing, hire, and train employees; plan, assign, and direct work; appraise performance; reward and discipline employees; address complaints, and resolve problems.
Education and Experience
Master's degree (MA or MS) or Juris Doctor degree (JD) plus 1-2 years paid or volunteer experience
- Able to communicate fluently and write effectively in Spanish, an Asian language, or another language used by an underrepresented group.
· Three or more years’ experience advocating for the rights of persons with developmental disabilities;
· Experience in public service law such as Special Education, Social Security, etc.
- Two or more years’ experience in employee supervision and management.
- Experience working with and/or sensitivity to persons with disabilities.
- Experience working with and/or sensitivity to persons from multi-ethnic communities.
Licenses / Certificates
To be considered for a CRA 2, must be a member of the California State Bar, or eligible to practice under the Registered Legal Services Attorney Program [admitted to practice in another state and eligible to practice in California for three (3) years; requires admittance to the California Bar within three (3) years.]
- Three or more years advocating for the rights of persons with developmental disabilities.
- Knowledge of resources throughout the state which are potentially available to individuals with developmental disabilities.
- Alternate dispute resolution training and practice.
- One or more years’ supervision within a work or volunteer setting.
- Contacts with disability organizations and/or within disability communities.
- Contacts with multi-ethnic organizations and/or within multi-ethnic communities.
- Experience providing training on various topics to a diverse range of people.
- Experience working with and/or sensitivity to persons with disabilities and/or experience working with and/or sensitivity to persons from multi-ethnic communities.
- Life experience as a person with a disability OR direct experience as a caregiver of a family member with a disability.
Occasional travel required: Ability to travel occasionally for activities such as out-of-town meetings, training, or outreach activities up to 25% of the time.
The following describes general working conditions and requirements of the job, which can be performed with or without disability related reasonable accommodations. Duties are performed in a two-person office environment. Duties regularly require sitting using computer equipment and talking or hearing. Duties occasionally require periods of standing, stooping, kneeling, and crouching primarily related to filing and processing paperwork. Weights to be lifted and/or moved of filing boxes and other packages up to 25 pounds are occasionally encountered.
