Subcontracts Administrator III

This position requires a seasoned subcontracts individual who is skilled in complex negotiation, management and administration of assigned R&D subcontracts with higher educational institutions in furtherance of both Government and commercial customers. Ideal candidate is an independent critical thinker, strategic, highly organized and consumer oriented and must be able to perform effectively in a fast paced environment where multitasking and prioritizing is essential.

Essential Duties:
•Lead negotiations, manage and administer complex lower tier subcontracts, modifications and necessary supporting audit documents throughout the life cycle cradle to grave on all assigned program efforts.  Understand all subcontract types, including CPFF, FFP and Milestone.  Serves as custodian of all assigned proposal and subcontract documentation. 
•Assess complex technical Government solicitations and prepare RFP/RFQs that appropriately reflect the prime contract requirements and flowdowns.  Responsible for the quality and compliance of submitted subcontractor proposal information through collaborative interaction with Pricing, Technical Program Management and other Departments as necessary.
• Specifically understand the R&D environment related to contracting and its differences from a production environment, including educational institution contracting requirements, to provide informed guidance to internal technical and business teams ensuring subcontracting activities and priorities are in line with the corporate strategy.
•Adhere to a standardized and detail-oriented subcontracts administration policy and processes, including preparing and supporting CPSR compliant subcontract documentation, including price/cost analysis to sole source justification, drafting binding documentation, managing subcontract and modification requirements, and responding to queries on existing subcontracts.
•Manage subcontractor performance against contractual commitments to ensure cost, schedule and performance objectives are achieved. Understand complex financial invoicing and reconciliation.  Review and approve payment of subcontract invoices in partnership with Program Management and Finance.
•Communicate directly with vendors and suppliers both Government and commercial, regarding complex issues, subcontract submittals, responses and modifications. 
•Adhere to internal and Government procedures to reliably flow down all necessary aspects of prime contract terms and requirements to all relevant internal stakeholders and administer contractual performance and compliance with said terms.  Escalate ongoing performance concerns to internal leadership as appropriate.
•Reports to the Subcontracts Manager and actively liaison with both the Director of Subcontracts and Procurement and Legal to ensure pending subcontracts are aligned fully with applicable company standards and practices.

Required Skills:
•Understanding of full subcontract lifecycle cradle to grave for both educational institutions and commercial subcontractors.
•Proven Government proposal and contract negotiation skills. Strong knowledge of Government contract types and FAR/DFARS regulations. Understand complex topics including alternate price justification, educational institution requirements, intellectual property and data rights, Incoterms, ISO 9000/AS9100 requirements and FAR/DFARS topics including property, cyber security and finance requirements.
•Sophisticated ability to understand problems and apply conceptual thinking to work collaboratively and resolve complex problems.
•Exceptional verbal, written and organizational skills and attention to detail. 
•Professional ability to communicate well and build strategic relationships with both internal and external customers.
•Team mentality with the flexibility to address unique issues in real-time and the awareness to know when bring in others.  Possess conflict management skills.
•Enjoys working in a fast-paced environment and managing multiple concurrent projects and tasks. Ability to prioritize and effectively time manage projects, schedules and workload with little supervision.
•Proficient and effective in using MS Word, PowerPoint and Excel programs to quickly analyze data, make informed decisions and present information effectively. 
•Working knowledge of basic cost and accounting principles related to progress and milestone payments.
•Computer skills using Outlook, Word, Excel, PowerPoint and Adobe Acrobat Pro required.

Required Education:
•BS/BA degree required and mandatory 8+ years of in-house subcontracts administration or similar transactional experience in a role that requires direct interaction with third party vendors and suppliers, internal stakeholders, and in-house Legal.

Physical Requirements:
•Must have the ability to sit for long periods of time and be able to access all locations of the company property.
•Position requires office in-person attendance.
Must be able to communicate effectively and professionally with people and have a focus on customer service for internal customers.

Special Requirements:
Able to work flexible hours. U.S. citizen status required.

Compensation:
The base salary range for this full-time position is $132,765 - $165,983 + bonus + benefits.
