General Description:
The Materials & Microsystems Laboratory is seeking an experienced engineer to join a talented, multidisciplinary team within the Advanced Test Systems (ATS) Department. We seek a candidate with demonstrated technical and programmatic leadership of several R&D efforts focused on cryogenics/low temperature measurements in support of HRL’s world-leading silicon quantum dot technologies. As a Project Engineer Manager, you will partner with technical leads, customer-facing representatives, and other business functions to manage the technical execution of strategic initiatives within ATS from design conception, testing and validation, to production at scale- managing risks, resources, priorities, and timelines. You will be a catalyst to drive robust decision making to ensure delivery of key milestones and successful development of new engineering products.

Essential Duties:
As a Project Manager you will  
-Develop and implement business processes to streamline product line development and enable robust engineering rigor to effectively achieve key development milestones. 
-Align strategic technology and engineering initiatives with cross-functional stakeholders to define project scope, priorities, and timelines. Demonstrate ability to negotiate and adjust project scope with stakeholders. 
-Track and manage schedule to ensure requirements milestones criteria are met and define pathways to mitigate risks.
-Own regular technical design reviews with engineering teams to ensure engineering robustness, identify risks and problems and proactively finds solutions, and drive clear actionable plans to close gaps.
-Provide mentorship to engineering and project team on business processes and risk mitigation strategies to enable the smooth execution of multidisciplinary engineering projects.
-Partner with technical leads to anticipate resourcing needs and address gaps.
-Drive effective communication channels between engineering and relevant stakeholders, providing regular status reports and indicators with stakeholders and the product execution team.

Required Skills:
10+ years of professional experience with 5+ years directly managing multidisciplinary engineering projects. Expertise with project management tools and methodologies. Experience working in low technology readiness level. Experience involving the development of electro-mechanical systems with challenging noise and thermal management requirements. Experience in a relevant industry or technical area such as hardware/product development, electronics, or quantum physics. 
Excellent communication skills; includes oral and written.
Ability to train and coach others. 
Detailed-oriented, excellent planning and organization skills.
Ability to build partnerships and drive decision making with cross-functional stakeholders.
Fluency in system engineering as well as program and project management processes and tools.
Strong analytical skills and multi-tasking abilities. 

Required Education:
Bachelor’s degree in Mechanical Engineering, Electrical Engineering, or Physics with 10+ years of professional experience (or 8+ years project management experience with a master’s degree, or 4+ years project management experience with doctorate degree). PMP certification a plus.

Special Requirements:
U.S. Citizenship is required. Must have or be willing to apply for and maintain a security clearance. 

Compensation:
The base salary range for this full-time position is $141,500 - $176,800 + bonus + benefits.
