The Cloud Budget Analyst acts as the Finance and Accounting Business Partner for the Cloud Business Office (CBO) at ICE Mortgage Technology (Ellie Mae). The role holder possesses sound self-leadership, collaboration and communications skills, and the ability to effectively influence senior management team & key stakeholders.

ICE Mortgage Technology CBO is seeking for a Sr. Cloud Budget Analyst.


    • Maintain a monthly ledger of open purchase orders, receipts, and production dates for assets and services procured by the CBO including R&D technology purchases and all purchases made by the organization. Collect proof of delivery and certification of items placed into production by the appropriate business owner and store in the shared drive for audit records.
    • Asset inventory tracking, planning, and analysis:
    • Track maintenance expiration dates by cloud asset at the manufacturer tracking level.
    • Partner with business owners to determine which assets should have maintenance renewed, which will be kept without maintenance, and which will be disposed of.
    • Coordinate asset disposal purchases with data center managers.
    • Request initial quotes from vendors for asset maintenance renewals.
    • Compare new quotes with previous purchase prices, previous maintenance quotes, list prices, and discount levels.
    • Maintain master data for data centers, circuit lists, and other useful data center information for planning purposes.
    • Research fixed asset validation and impairment and recommend changes to the Cloud Engineering & Operations.
    • Invoice validation and reconciliation: validate that invoices match the PO and expected costs, work with suppliers to correct invoices if needed, research overages and unexpected charges, collaborate with the broader cloud team to validate if the charges should be paid or contested.
    • Pre-purchase research: compile all historical information buyers will need prior to negotiations into a single requirements document including historical spend trend, breakdown of the last deal at the “atomic level”, effective dates, auto-renewal clauses, dates for cancellation or notice, approved budget, relevant deal documents
    • Purchase Order Management: Draft and submit purchase requisitions, following the PO checklist, send approvers a purchase summary with business justification, follow up with all approvers until fully approved, triage any questions or requests, and follow up with Accounts Payable to issue POs and coordinate PO delivery with vendors
    • Purchase Document Management: Submit purchase documents to legal for review, follow up on clarification requests, and ensure we receive approvals prior to signature. Submit DocuSigns to the appropriate approvers per the Signature Authority Policy. Submit completed deal documentation to the legal team for archival in the Merrill Legal Database.
    • New Technology Onboarding: Work with purchase requestors to complete the Third-Party Risk Management (TPRM) Vendor Onboarding Form for all new technologies, follow through with TPRM and request documents from vendors or clarification from requestors if necessary, communicate status updates until the technology is approved, an exception request must be made, or the technology is rejected.
    • Business Case Support: Assist business owners with creating business cases supported by cost/benefit analysis for all new spend requests (including additional licenses when optimization is not feasible/palatable)
    • Budget Analysis: Partner with FP&A to support monthly budget vs. actual analysis with more business context.
    • Budget Management: Identify budget risks and escalate them to CBO leadership, partner with the business to mitigate the risk and/or kick off a spend request business case as needed.


    • BA/BS degree with 8 - 10 years of business operations, analytics and financial management.
    • Procurement/Finance Background.
    • Experience with large Capital and Budget Forecasting.
    • Experience with Datacenter Technologies including Public Cloud (AWS/Azure)
