About the Position
As the Manager, People Operations, you will partner with the VP, People to optimize and manage our HR operations and employee experience initiatives. In this role, you will oversee day-to-day people operations, support people systems administration, and lead process improvements that positively impact the People Team and FiscalNote employees globally while managing employee lifecycle processes. You will coordinate cross-functional projects, and ensure seamless execution of people programs while working closely with other stakeholders, including People Partners, Total Rewards, Recruiting, Payroll, and IT.

About You
You operate with both strategic and tactical thinking, thrive in a dynamic and fast-paced environment, and enjoy implementing sustainable solutions in partnership with key stakeholders. You are analytical and bring strong problem-solving skills, and you love to roll up your sleeves and drive execution. You have a solid understanding of HR technology and enjoy finding ways to streamline processes through effective coordination and implementation. You are a strong communicator, collaborative team player, detail-oriented problem solver, and highly organized.

The base salary range for the role is $110,000 - 130,000 per year.

What To Expect In This Position

    • Support configuration and maintenance of HR systems and associated workflows
    • Lead employee lifecycle processes including onboarding, offboarding, and transfers
    • Manage and develop a team of People Operations Coordinators, providing coaching, performance management, and professional development opportunities
    • Coordinate performance management cycles, learning and development programs, and employee engagement initiatives
    • Ensure process compliance with security and regulatory requirements
    • Stay current on HR operational best practices to recommend process improvements
    • Partner with stakeholders to enhance employee experience and streamline HR processes
    • Support HR system adoption through training coordination and documentation maintenance
    • Assist with vendor relationship management and system optimization projects
    • Generate regular reporting and support data analysis for people metrics
    • Collaborate with cross-functional teams on people-related projects and initiatives

What Sets You Apart

    • Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent education and/or experience
    • 5+ years of progressive HR experience with at least 2 years in an operations role. 
    • Proven experience leading and developing teams, with direct management experience preferred
    • Experience with HRIS systems (BambooHR, SuccessFactors, Rippling or similar)
    • Strong understanding of employee lifecycle processes, performance management, and HR operational best practices
    • Experience supporting HR programs and process improvements in a multi-stakeholder environment
    • Basic knowledge of employment law, employee records management, and compliance requirements
    • Demonstrated experience improving operational processes and supporting change management initiatives
    • Highly motivated and collaborative team player with strong attention to detail and customer service orientation
    • Strong relationship-building skills with a flexible, solutions-oriented approach and passion for continuous improvement
    • High integrity with ability to maintain confidentiality and exercise sound judgment
